6. The Council shall have the entire superintendence and control of the Institute and of the property and affairs of the Institute, and shall govern, direct and decide all matters whatsoever connected with the administration of the affairs of the Institute and the accomplishment of the objects and purposes thereof, and shall have and may exercise all the powers conferred on and vested in the Institute by this Act; and may make, vary and revoke such rules as the Council may from time to time think fit in relation to any matters within the scope of its authority, including the conduct and transaction of its business:
