45.—(1) If the Authority is satisfied that a person who is granted a licence under section 42 or any regulations made under this Act is contravening, or has contravened and is likely again to contravene, any of the conditions of the licence or the provisions of this Act or any regulations made thereunder, the Authority may, by notice in writing and without any compensation, do either or both of the following:
(a)
cancel the licence or suspend the licence for such period as it thinks fit; or
(b)
require the payment of a fine in such amount as it thinks fit.
(2) Any person who is aggrieved by any decision of the Authority under this section may, within 14 days after such person has been given the notice in writing referred to in subsection (1), appeal to the Minister whose decision shall be final.
