Appeal not to operate as stay of execution
27.—(1)  An appeal from a tribunal does not operate as a stay of execution of a decision, a direction or an order (as the case may be) of the tribunal appealed from, unless the tribunal or the General Division of the High Court otherwise orders.

(2)  An order of a stay of execution may be subject to such conditions as to costs, payment into a tribunal or the General Division of the High Court, the giving of security or otherwise, as the tribunal or the General Division of the High Court thinks fit.
