16. The Minister may make rules for the purpose of carrying out the provisions of this Act and without prejudice to the generality of the foregoing, may make rules for or in respect of all or any of the following matters:
(a)
all matters required by this Act to be prescribed;
(b)
the form of applications for registration, the information to be supplied and the fees payable in connection therewith;
(c)
the maintenance of registers and the particulars to be entered therein; and
(d)
the inspection of registers or parts thereof and the disclosure of information by the Registrar.
