Appeals
13.—(1)  Any person who is aggrieved by —
(a)the imposition of any condition by the Commissioner under section 8(1)(a) or (4) or section 11(4)(b);
(b)the refusal of the Commissioner to register a pesticide or vector repellent under section 8(1)(b); or
(c)the decision of the Commissioner to cancel the registration of a pesticide or vector repellent under section 11(3) or (4)(a),
may, within 14 days of the date of receipt of the notice informing him of such imposition of the condition, refusal or cancellation, as the case may be, appeal in writing to the Minister whose decision shall be final.
(2)  Notwithstanding that any appeal under subsection (1) is pending —
(a)any condition imposed by the Commissioner under section 8(1)(a) or (4) or section 11(4)(b); or
(b)the cancellation of the registration of a pesticide or vector repellent under section 11(3) or (4)(a),
shall take effect from the date specified by the Commissioner , unless the Minister otherwise directs.

(b)the refusal of the Director-General to register a pesticide or vector repellent under section 8(1)(b); or
(c)the decision of the Director-General to cancel the registration of a pesticide or vector repellent under section 11(3) or (4)(a),
may, within 14 days of the date of receipt of the notice informing him of such imposition of the condition, refusal or cancellation, as the case may be, appeal in writing to the Minister whose decision shall be final.
