Administration of Act
4.—(1)  The Commissioner shall be responsible for the administration of this Act, subject to the general or special directions of the Minister.
(2)  The Commissioner may, with the approval of the Minister, in writing in that behalf authorise any public officer or any officer of any statutory board to exercise all or any of the powers of the Commissioner under this Act or the regulations, subject to such conditions or limitations as the Commissioner may specify.
(3)  The Commissioner may, by instrument in writing under his hand, appoint any person who in his opinion is qualified to carry out any analysis, test or examination or to make any report for the purpose of this Act or the regulations.
