Recovery of money paid in excess or wrongly paid
57.  If any person neglects or refuses to refund in respect of a document issued in connection with the remittance of money through a public postal licensee —
(a)any amount paid by an employee of the licensee in excess of what ought to have been paid to him; or
(b)any amount paid by an employee of the licensee directly to him as the payee or through him acting as an agent for the payee instead of to some person to whom it ought to have been paid,
the amount shall be recoverable before a Magistrate.
