Financial Procedure (Amendment) Bill

An Act to amend the Financial Procedure Act (Chapter 68 of the Revised Edition).
Be it enacted by the President with the advice and consent of the Parliament of Singapore, as follows: —
Short title and commencement
1.  This Act may be cited as the Financial Procedure (Amendment) Act, 1973 and shall come into operation on such date as the Minister may, by notification in the Gazette, appoint.
Amendment of section 17
2.  Section 17 of the Financial Procedure Act is hereby amended —
(a)by deleting subsections (2) and (3) thereof and substituting therefor the following: —
(2)  The subheads under each head of expenditure in the estimates shall show the total expenditure on the manpower requirements in the establishment in that head and other operating expenditure.
(3)  There shall be laid before Parliament a list showing the public offices included in the subheads of each head of expenditure which shows expenditure on manpower.
(4)  Except in accordance with law, no addition to the public offices provided in the list referred to in subsection (3) may be made or altered, either as regards the number of appointments, or the rates of personal emoluments, unless the Minister shall first have authorised such addition or such alteration by the issue of a warrant under his hand.”; and
(b)by renumbering the existing subsection (4) thereof as subsection (5).
