Road Traffic (Expressway Traffic) (Amendment) Rules 2010

In exercise of the powers conferred by sections 114 and 140 of the Road Traffic Act, the Minister for Home Affairs hereby makes the following Rules:

Citation and commencement

1. These Rules may be cited as the Road Traffic (Expressway Traffic) (Amendment) Rules 2010 and shall come into operation on 1st November 2010.

Amendment of rule 2

2. Rule 2(1) of the Road Traffic (Expressway Traffic) Rules (R 23) (referred to in these Rules as the principal Rules) is amended by deleting the definitions of “excluded vehicles”, “road tunnel” and “expressway” and substituting the following definitions:

“ “expressway” means any of the expressways specified in Part II of the Second Schedule and includes any part of such expressway that is an expressway tunnel;

“expressway tunnel” means any part of an expressway that runs through any tunnel specified in Part III of the Second Schedule;

“road tunnel” means any road tunnel specified in Part I of the Second Schedule;”.

Deletion and substitution of rule 3

3. Rule 3 of the principal Rules is deleted and the following rule substituted therefor:

“Application of Rules

3. These Rules shall apply in respect of the following special roads:

(a)	any expressway; and
(b)	any road tunnel.”.

Deletion of rule 11

4. Rule 11 of the principal Rules is deleted.

Amendment of rule 12

5. Rule 12 of the principal Rules is amended —

(a)

by deleting the words “specified in Part II of the Second Schedule” in paragraph (1); and

(b)

by deleting paragraph (2) and substituting the following paragraph:

“(2) Paragraph (1) shall not apply to any vehicle which is being used on an expressway —

(a)	for the maintenance, repair, improvement, cleaning or clearance of any part of the expressway; or
(b)	for the erection, laying, maintenance, alteration or removal of any structure, works, apparatus or any other thing on, over or under any part of the expressway.”.

Amendment of rule 13

6. Rule 13 of the principal Rules is amended —

(a)

by inserting, immediately after the words “in any road tunnel”, the words “or expressway tunnel”; and

(b)

by deleting the marginal note and inserting the following rule heading:

“General restrictions in road tunnels and expressway tunnels”.

Amendment of rule 14

7. Rule 14 of the principal Rules is amended —

(a)

by inserting, immediately after the words “in any road tunnel” in paragraph (1), the words “or expressway tunnel”; and

(b)

by deleting the marginal note and inserting the following rule heading:

“General prohibitions in road tunnels and expressway tunnels”.

Deletion of First Schedule

8. The First Schedule to the principal Rules is deleted.

Amendment of Second Schedule

9. The Second Schedule to the principal Rules is amended —

(a)

by deleting the word “TUNNELS” in the heading to Part I and substituting the words “ROAD TUNNELS”; and

(b)

by inserting, immediately after Part II, the following Part:

“Part III

Expressway Tunnels

1. That length of the Central Expressway which goes into a tunnel known as the Chin Swee Tunnel.

2. That length of the Central Expressway which goes into a tunnel known as the Kampong Java Tunnel.

3. That length of the Kallang Paya Lebar Expressway which goes into a tunnel known as the Kallang Paya Lebar Expressway Tunnel.”.
