Environmental Protection and Management Act
(Chapter 94A)
Environmental Protection and Management (Registrable Goods) (Amendment) Order 2009
In exercise of the powers conferred by section 40B of the Environmental Protection and Management Act, the Minister for the Environment and Water Resources, after consultation with the National Environment Agency, hereby makes the following Order:
Citation and commencement
1.  This Order may be cited as the Environmental Protection and Management (Registrable Goods) (Amendment) Order 2009 and shall come into operation on 1st April 2009.
Amendment of Schedule
2.  The Schedule to the Environmental Protection and Management (Registrable Goods) Order (O 2) is amended —
(a)by inserting, immediately above the Schedule heading “REGISTRABLE GOODS WITH EFFECT FROM 1ST JANUARY 2008”, the words “PART I”;
(b)by deleting the word “Schedule” in paragraph 3 and substituting the word “Part”;
(c)by deleting the definition of “adjusted volume” in paragraph 3 and substituting the following definition:
“ “adjusted volume”, in relation to a single-phase refrigerator, means the sum of the adjusted volumes of the compartments or sections of the refrigerator, where the adjusted volume of a compartment or section is the product of the rated volume of that compartment or section and the corresponding volume correction factor (K) specified in the following table:

(d)by inserting, immediately after paragraph 3, the following Parts:
Part II
Registrable Goods With Effect from 1ST April 2009
1.  Motor vehicle (not being secondhand goods) constructed for the carriage of —
(a)not more than 7 passengers (exclusive of the driver) and having an unladen mass not exceeding 3,000 kilograms; or
(b)goods and having an unladen mass not exceeding 2,500 kilograms,
and in respect of which —
(i)type-approval is granted on or after 1st April 2009; or
(ii)a test report or certificate of compliance is issued.
2.  Single-phase clothes dryer (not being secondhand goods) having a rated capacity of 10 kilograms or lower.
3.  In this Part, unless the context otherwise requires —
“certificate of compliance” means a certificate of compliance issued under the Environmental Protection and Management (Vehicular Emissions) Regulations (Rg 6) and which contains the measured emissions in grams per km of carbon monoxide, hydrocarbons and carbon dioxide;
“motor vehicle” means a mechanically propelled vehicle (other than a motor cycle) intended or adapted for use on public roads;
“rated capacity”, in relation to a single-phase clothes dryer, means the mass in kilograms of a particular type of dry textiles which, according to the instructions of the manufacturer of the clothes dryer, can be treated in a drying programme suitable for drying the particular type of dry textiles;
“single-phase clothes dryer” means an assembly consisting of —
(a)a rotating drum, in which textile material is dried by tumbling; and
(b)a heating device, which electrically heats the air used for drying the textile material in the rotating drum;
“test report” has the same meaning as in the Environmental Protection and Management (Energy Conservation) Regulations (Rg 10);
“type-approval” means the type-approval, batch type-approval or modified type-approval granted by the Registrar under rule 3D of the Road Traffic (Motor Vehicles, Registration and Licensing) Rules (Cap. 276, R 5).
Part III
Registrable Goods With Effect from 1ST October 2009
1.  Motor vehicle (not being secondhand goods) constructed for the carriage of —
(a)not more than 7 passengers (exclusive of the driver) and having an unladen mass not exceeding 3,000 kilograms; or
(b)goods and having an unladen mass not exceeding 2,500 kilograms.
2.  In this Part, “motor vehicle” means a mechanically propelled vehicle (other than a motor cycle) intended or adapted for use on public roads.”.
