Road Traffic Act
(Chapter 276)
Road Traffic (Public Service Vehicles) (Amendment) Rules 2004
In exercise of the powers conferred by sections 111 and 140 of the Road Traffic Act, the Minister for Transport hereby makes the following Rules:
Citation and commencement
1.  These Rules may be cited as the Road Traffic (Public Service Vehicles) (Amendment) Rules 2004 and shall come into operation on 5th November 2004.
Amendment of rule 3
2.  Rule 3 of the Road Traffic (Public Service Vehicles) Rules (R 14) (referred to in these Rules as the principal Rules) is amended by deleting paragraph (2) and substituting the following paragraph:
(2)  The licences issued under these Rules shall be in such form as the Registrar may determine.”.
New rule 6A
3.  The principal Rules are amended by inserting, immediately after rule 6, the following rule:
Approval of certain scheduled services
6A.—(1)  No licensee shall use his public service vehicle, or cause or permit his public service vehicle to be used, by any person for the operation of a scheduled service from Singapore to one or more destinations outside Singapore without the prior approval of the Registrar to do so.
(2)  In this rule, “public service vehicle” means a public service vehicle which is registered under the Act.”.
Amendment of rule 7
4.  Rule 7 (1) of the principal Rules is amended —
(a)by deleting the word “or” at the end of sub-paragraph (a)(iv);
(b)by inserting, at the end of sub-paragraph (a)(v), the word “or”; and
(c)by inserting, immediately after sub-paragraph (v) of sub-paragraph (a), the following sub-paragraph:
(vi)has failed to secure the compliance, by any driver or conductor employed by him, with the provisions of the Act, these Rules and the Road Traffic (Public Service Vehicles) (Vocational Licences and Conduct of Drivers, Conductors and Passengers) Rules (R 8);”.
Deletion of rule 25
5.  Rule 25 of the principal Rules is deleted.
Amendment of rule 26
6.  Rule 26 of the principal Rules is amended by inserting, immediately after the word “Council” in paragraph (a), the words “or, in the case of an omnibus that is registered outside Singapore, the Registrar”.
Amendment of rule 27
7.  Rule 27 of the principal Rules is amended by deleting the words “by the Council for such purpose” and substituting the words “for such purpose by the Council or, in the case of an omnibus that is registered outside Singapore, the Registrar”.
Deletion of rule 29
8.  Rule 29 of the principal Rules is deleted.
Amendment of rule 31
9.  Rule 31 of the principal Rules is amended by deleting the words “has a seating capacity for more than 6 adults (including the driver) and”.
Deletion of rule 37
10.  Rule 37 of the principal Rules is deleted.
Amendment of rule 43
11.  Rule 43 (2) of the principal Rules is amended by deleting the words “having a seating capacity for more than 6 adults (including the driver) and”.
Deletion and substitution of rule 45
12.  Rule 45 of the principal Rules is deleted and the following rule substituted therefor:
Provide and maintain adequate and satisfactory service
45.  The holder of a school bus licence shall provide and maintain an adequate and satisfactory service in conveying —
(a)school children and staff to and from any school; or
(b)any other person to and from any place of work.”.
Amendment of rule 50
13.  Rule 50 of the principal Rules is amended by deleting paragraph (1).
Deletion and substitution of rule 52
14.  Rule 52 of the principal Rules is deleted and the following rule substituted therefor:
Provide and maintain adequate and satisfactory service
52.  The holder of a private hire bus licence shall provide and maintain an adequate and satisfactory service in conveying any person to and from any place of work.”.
Deletion of rule 54
15.  Rule 54 of the principal Rules is deleted.
Amendment of rule 58
16.  Rule 58 of the principal Rules is amended —
(a)by deleting the words “a private bus” in the 3rd line of paragraph (1)(c) and substituting the words “a private hire bus”;
(b)by deleting the words “rules 31 and 37” in paragraph (3) and substituting the words “rule 31”; and
(c)by deleting the words “rules 50 (1) and 52” in paragraph (3) and substituting the words “rule 52”.
Deletion of First Schedule
17.  The First Schedule to the principal Rules is deleted.
