Travel Agents
(Amendment) Regulations 2020
In exercise of the powers conferred by section 28 of the Travel Agents Act, the Singapore Tourism Board, with the approval of the Minister for Trade and Industry, makes the following Regulations:
Citation and commencement
1.  These Regulations are the Travel Agents (Amendment) Regulations 2020 and are deemed to have come into operation on 8 April 2020.
Amendment of regulation 9
2.  Regulation 9 of the Travel Agents Regulations 2017 (G.N. No. S 761/2017) is amended —
(a)by deleting the words “A licensee issued” in paragraph (1) and substituting the words “Subject to paragraph (1AA), a licensee issued”;
(b)by inserting, immediately after paragraph (1), the following paragraph:
(1AA)  For the period between 8 April 2020 and 31 December 2020 (both dates inclusive), paragraph (1) does not apply to a licensee issued a general licence if the licensee ensures that, at all times during that period —
(a)where the licensee is a sole proprietor, partnership or an unincorporated association — the licensee’s net value is at least $10,000; or
(b)where the licensee is a company, limited liability partnership or other body corporate — the licensee’s issued and paid‑up capital is at least $100,000 and the licensee’s net value is at least $10,000.”;
(c)by deleting the words “A licensee issued” in paragraph (1A) and substituting the words “Subject to paragraph (1B), a licensee issued”; and
(d)by inserting, immediately after paragraph (1A), the following paragraph:
(1B)  For the period between 8 April 2020 and 31 December 2020 (both dates inclusive), paragraph (1A) does not apply to a licensee issued a niche licence if the licensee ensures that, at all times during that period —
(a)where the licensee is a sole proprietor, partnership or an unincorporated association — the licensee’s net value is at least $5,000; or
(b)where the licensee is a company, limited liability partnership or other body corporate — the licensee’s issued and paid‑up capital is at least $50,000 and the licensee’s net value is at least $5,000.”.
Amendment of regulation 14
3.  Regulation 14 of the Travel Agents Regulations 2017 is amended —
(a)by inserting, immediately before the words “within 6 months” in paragraph (1)(b), the words “subject to paragraph (1A),”;
(b)by inserting, immediately after paragraph (1), the following paragraph:
(1A)  A licensee may, for the financial year of the licensee that closes on or after 1 March 2020, submit a copy of the licensee’s financial statements certified by an independent auditor in accordance with the Singapore Standard on Review Engagements (SSRE) 2400 (Revised): Engagements to Review Historical Financial Statements instead of the copy of the licensee’s audited statement of accounts mentioned in paragraph (1)(b).”; and
(c)by inserting, immediately after the words “paragraph (1)(a) or (b)” in paragraph (2), the words “or (1A)”.
