(Amendment) Regulations 2019

In exercise of the powers conferred by section 27 of the Pioneer Generation and Merdeka Generation Funds Act 2014, the Minister for Finance makes the following Regulations:

Citation and commencement

1. These Regulations are the Pioneer Generation Fund (Appeals Panel) (Amendment) Regulations 2019 and are deemed to have come into operation on 1 July 2019.

Amendment of regulation 1

2. Regulation 1 of the Pioneer Generation Fund (Appeals Panel) Regulations 2015 (G.N. No. S 122/2015) (called in these Regulations the principal Regulations) is amended by deleting the word “Fund” and substituting the words “and Merdeka Generation Funds”.

Amendment of regulation 2

3. Regulation 2 of the principal Regulations is amended —

(a)

by deleting the definition of “official website” and substituting the following definition:

“ “official website” means —

(a)	for a verification application or reconsideration application relating to a Pioneer — the website at http://www.pioneers.sg; or
(b)	for a verification application or reconsideration application relating to a Merdeka Generation Senior — the website at http://www.merdekageneration.sg;”; and

(b)

by deleting the words “Pioneer Generation” in the definition of “Panel”.

Amendment of regulation 3

4. Regulation 3 of the principal Regulations is amended —

(a)

by deleting paragraph (a) and substituting the following paragraph:

“(a)

the circumstances under which the individual became a citizen of Singapore —

(i)	after 31 December 1986, for the purposes of section 13(1)(a) of the Act; or
(ii)	after 31 December 1996, for the purposes of section 13(1)(b) of the Act;”; and

(b)

by inserting, immediately after the word “Pioneer” in the regulation heading, the words “or Merdeka Generation Senior”.

Amendment of regulation 4

5. Regulation 4 of the principal Regulations is amended —

(a)

by deleting paragraph (1) and substituting the following paragraph:

“(1) For the purposes of section 13(2) of the Act, a verification application for an individual seeking to be determined as a Pioneer or Merdeka Generation Senior must —

(a)	state the individual’s full name, identity card number and contact details, and any other personal particulars that may be required by the Panel in any particular case including the individual’s date of birth and date of citizenship;
(b)	be accompanied by any evidence relevant to the verification application; and
(c)	be made to the Appeals Secretariat in the manner specified on the official website.”; and

(b)

by deleting sub‑paragraph (b) of paragraph (2) and substituting the following sub‑paragraph:

“(b)	require the applicant to provide additional information within the time specified by the Panel.”.

Amendment of regulation 5

6. Regulation 5 of the principal Regulations is amended —

(a)

by deleting sub‑paragraph (c) of paragraph (1); and

(b)

by deleting sub‑paragraph (b) of paragraph (2) and substituting the following sub‑paragraph:

“(b)	require the applicant to provide additional information within the time specified by the Panel.”.

Amendment of heading to Part 3

7. Part 3 of the principal Regulations is amended by deleting the words “PIONEER GENERATION” in the Part heading.

Amendment of regulation 7

8. Regulation 7(7) of the principal Regulations is amended —

(a)	by inserting the word “and” at the end of sub‑paragraph (a);
(b)	by deleting the word “; and” at the end of sub‑paragraph (b) and substituting a full‑stop; and
(c)	by deleting sub‑paragraph (c).
