(Amendment No. 9) Rules 2013

In exercise of the powers conferred by sections 34 and 140 of the Road Traffic Act, the Minister for Transport hereby makes the following Rules:

Citation and commencement

1. These Rules may be cited as the Road Traffic (Motor Vehicles, Registration and Licensing) (Amendment No. 9) Rules 2013 and shall come into operation on 1st January 2014.

Amendment of rule 6

2. Rule 6 of the Road Traffic (Motor Vehicles, Registration and Licensing) Rules (R 5) (referred to in these Rules as the principal Rules) is amended by inserting, immediately after paragraph (2), the following paragraph:

“(3) The Registrar may, in his discretion, waive in whole or in part the fee payable under paragraph (1).”.

Amendment of rule 7

3. Rule 7 of the principal Rules is amended —

(a)

by deleting paragraph (1) and substituting the following paragraph:

“(1) In addition to the fee payable under rule 6 —

(a)	a fee in accordance with the scale specified in Part II of the First Schedule and, where applicable, paragraph (1A) shall be payable on the first registration of a motor vehicle in Singapore whether new or secondhand; and
(b)	a fee in accordance with the scale specified in Part IIA of the First Schedule shall be payable on the registration of a de‑registered vehicle in Singapore as a classic vehicle, normal vintage vehicle or revised use vintage vehicle.”;

(b)

by deleting the words “paragraph (1)” in paragraphs (1A), (4) and (5) and substituting in each case the words “paragraph (1)(a)”; and

(c)

by deleting the words “Part II” in paragraph (3) and substituting the words “Parts II and IIA”.

Amendment of rule 9C

4. Rule 9C(2) of the principal Rules is amended by deleting the words “Part IIA or IIB” and substituting the words “Part IIB or IIC”.

Amendment of First Schedule

5. The First Schedule to the principal Rules is amended —

(a)

by deleting the Schedule reference in Part II and substituting the following Schedule reference:

“Rule 7(1)(a), (3), (7) and (9)”;

(b)

by inserting, immediately after Part II, the following Part:

“Part IIA

Rule 7(1)(b) and (3)

ADDITIONAL REGISTRATION FEE PAYABLE ON THE
REGISTRATION ON OR AFTER 1ST JANUARY 2014 OF
DE-REGISTERED VEHICLES AS CLASSIC VEHICLES
OR NORMAL VINTAGE VEHICLES OR
REVISED USE VINTAGE VEHICLES

Description of vehicle

Fee payable

(1)	Motor car registered as —

(a)	a classic vehicle

An amount equal to the sum of —

(a)	100% of the first $20,000, or any part thereof, of the value of the vehicle;

(b)	140% of the next $30,000, or any part thereof, of the value of the vehicle; and

(c)	180% of the value of the vehicle in excess of $50,000.

(b)	a normal vintage vehicle

An amount equal to the sum of —

(a)	100% of the first $20,000, or any part thereof, of the value of the vehicle;

(b)	140% of the next $30,000, or any part thereof, of the value of the vehicle; and

(c)	180% of the value of the vehicle in excess of $50,000.

(c)	a revised use vintage vehicle

An amount equal to 10% of the value of the vehicle.

(2)	Motor cycle or scooter registered as —

(a)	a classic vehicle

An amount equal to 15% of the value of the vehicle.

(b)	a normal vintage vehicle

An amount equal to 15% of the value of the vehicle.

(c)	a revised use vintage vehicle

An amount equal to 10% of the value of the vehicle.

”; and

(c)

by renumbering the existing Parts IIA and IIB as Parts IIB and IIC, respectively.

Miscellaneous amendments

6. The principal Rules are amended by deleting the words “rule 7(1)” wherever they appear in the following provisions and substituting in each case the words “rule 7(1)(a)”:

Rules 3F(4), 8(8) and (8A), 9A(1)(b) and (c), 9C(1) and (6), 71(2)(b), 72(2)(b), 73(2)(b) and 74(2)(b).
