Public Utilities Act
(CHAPTER 261)
Public Utilities (Licence to Use or Operate Electrical or Supply Installations) (Amendment) Regulations 2002
In exercise of the powers conferred by section 130 of the Public Utilities Act (1996 Ed.) read with section 73(5) of the Public Utilities Act (2002 Ed.), the Energy Market Authority of Singapore, with the approval of the Minister for Trade and Industry, hereby makes the following Regulations:
Citation and commencement
1.  These Regulations may be cited as the Public Utilities (Licence to Use or Operate Electrical or Supply Installations) (Amendment) Regulations 2002 and shall come into operation on 1st December 2002.
Amendment of regulation 2
2.  Regulation 2 of the Public Utilities (Licence to Use or Operate Electrical or Supply Installations) Regulations (Rg 1) (referred to in these Regulations as the principal Regulations) is amended by inserting, immediately before the definition of “licence”, the following definitions:
“ “Authority” means the Energy Market Authority of Singapore established under the Energy Market Authority of Singapore Act (Cap. 92B);
“electrical worker” means an electrical worker who is licensed as such by the Authority under section 82 of the Electricity Act (Cap. 89A);”.
Amendment of regulation 4
3.  Regulation 4(1) of the principal Regulations is amended by deleting sub-paragraph (i) of sub-paragraph (b) and substituting the following sub-paragraph:
(i)with the approval of the Authority, employs or appoints an electrical worker who holds a licence of the appropriate class as specified in the Electricity (Electrical Workers) Regulations 2002 (G.N. No. S 602/2002) to operate or be in charge of or to control the electrical or supply installation, as the case may be; and”.
Amendment of regulation 11
4.  Regulation 11 of the principal Regulations is amended —
(a)by deleting sub-paragraph (b) of paragraph (1) and substituting the following sub-paragraph:
(b)with the approval of the Authority, employ or appoint another electrical worker who holds a licence of the appropriate class as specified in the Electricity (Electrical Workers) Regulations 2002 (G.N. No. S 602/2002) to operate or be in charge of or to control the electrical or supply installation.”; and
(b)by deleting sub-paragraph (b) of paragraph (2) and substituting the following sub-paragraph:
(b)with the approval of the Authority, employ or appoint another electrical worker who holds a licence of the appropriate class as specified in the Electricity (Electrical Workers) Regulations 2002 (G.N. No. S 602/2002) to operate or be in charge of or to control the electrical or supply installation for such period that the first‑mentioned electrical worker is unable to perform his duties.”.
Miscellaneous amendments
5.  The principal Regulations are amended by deleting the word “Board” wherever it appears in the following provisions and substituting in each case the word “Authority”:
Regulation 3, 4(1)(a), (b)(ii), (c)(ii), (iii) (2nd and last lines) and (iv) (1st, 3rd, penultimate and last lines) and (3), 7(b) and (c), 8 (1st line), 9(1), 10, 11(1)(a), (2)(a), (3), (4) (1st line), (5) and regulation heading, 12 (1st line), (c) and (f), 13(1) and regulation heading, 14, 15(c) (1st, 3rd and 4th lines) and 16 (2nd line) and (b).
