Road Traffic Act
(Chapter 276)
Road Traffic (Motor Vehicles, Registration and Licensing) (Amendment No. 3) Rules 2001
In exercise of the powers conferred by sections 34 and 140 of the Road Traffic Act, the Minister for Communications and Information Technology hereby makes the following Rules:
Citation and commencement
1.  These Rules may be cited as the Road Traffic (Motor Vehicles, Registration and Licensing) (Amendment No. 3) Rules 2001 and shall come into operation on 10th September 2001.
Amendment of rule 47
2.  Rule 47(3) of the Road Traffic (Motor Vehicles, Registration and Licensing) Rules (R 5) (referred to in these Rules as the principal Rules) is amended —
(a)by deleting the words “6 persons” in the 3rd line and substituting the words “7 persons”; and
(b)by inserting, immediately after the word “seat” in the last line, the words “, except where the Registrar otherwise permits”.
Amendment of rule 58
3.  Rule 58 of the principal Rules is amended by deleting the words “motor vehicles or motor cycles” and substituting the word “vehicles”.
Amendment of rule 59
4.  Rule 59 of the principal Rules is amended —
(a)by inserting, immediately after the word “application” in paragraph (1), the words “and subject to such conditions as the Registrar may impose”;
(b)by deleting paragraph (3) and substituting the following paragraph:
(3)  On receipt of a deposit of $100, the Registrar may supply free of charge with each general licence, one set of general licence plates.”;
(c)by deleting paragraph (5);
(d)by deleting the words “and the licence holder” in the 1st line of paragraph (6); and
(e)by deleting the rule heading and substituting the following rule heading:
General licence plates”.
Amendment of rule 60
5.  Rule 60 of the principal Rules is amended —
(a)by deleting the words “in the holder attached to” in paragraph (2) and substituting the word “on”; and
(b)by deleting the word “trade” in the rule heading.
New Part VIA
6.  The principal Rules are amended by inserting, immediately after Part VI, the following Part:

Application for special purpose licence
64A.—(1)  A person desiring to apply under section 28A of the Act for a special purpose licence in respect of a vehicle to be used by him shall apply to the Registrar in such form as the Registrar may require.
(2)  The application shall be accompanied by such particulars as the Registrar may require.
Special purpose licences
64B.—(1)  On receipt of an application under rule 64A (1), the Registrar may —
(a)upon payment of a processing fee of $15, issue a special purpose licence, subject to such conditions as he may think fit to impose; or
(b)reject the application without giving any reason.
(2)  A holder of a special purpose licence shall comply with all the conditions in respect of the licence issued to him.
(3)  Every licence issued under this rule shall, as from the date specified in the licence, be valid for a period of 6 or 12 months as may be specified in the licence, or for such shorter period as the Registrar may approve.
(4)  The Registrar may require the vehicle to which a licence relates to carry an identification mark which conforms to the specifications set out in Diagrams 18 and 19 of the Fourth Schedule.
(5)  The fees payable for a licence issued under this rule shall be those specified in the Eighth Schedule.
(6)  Every licence issued under this rule shall at all times be carried on the vehicle in respect of which it is issued in such manner as the Registrar may specify.”.
Amendment of Third Schedule
7.  The Third Schedule to the principal Rules is amended by inserting, immediately below the index series “PU” in the first column, the following index series:

Amendment of Fourth Schedule
8.  The Fourth Schedule to the principal Rules is amended by inserting, immediately after Diagram No. 17, the following diagrams:

9.  The principal Rules are amended by inserting, immediately after the Seventh Schedule, the following Schedule:

Miscellaneous amendments
10.  The principal Rules are amended —
(a)by deleting the words “motor vehicles” wherever they appear in the following provisions and substituting in each case the word “vehicles”:
Rules 59(1), 60(1)(a) and 62(1) and (4) and Second Schedule (item 10 (b)); and
(b)by deleting the words “motor vehicle” wherever they appear in the following provisions and substituting in each case the word “vehicle”:
Rules 59(4), 60, 61(3) and 62.
