Medicines (Cosmetic Products) (Specification and Prohibition) (Amendment No. 2) Order 2001
In exercise of the powers conferred by sections 30 and 54 of the Medicines Act, the Minister for Health hereby makes the following Order:
Citation and commencement
1.  This Order may be cited as the Medicines (Cosmetic Products) (Specification and Prohibition) (Amendment No. 2) Order 2001 and shall come into operation on 1st July 2001.
Amendment of First Schedule
2.  Part I of the First Schedule to the Medicines (Cosmetic Products) (Specification and Prohibition) Order (O 16) is amended by inserting, immediately after paragraph 3, the following paragraph:
4.  Hair dyes containing diamines and its salts: phenylene diamines; tolylene diamines as well as other derivatives of benzene diamines.”.
Amendment of Third Schedule
3.  The Third Schedule to the Medicines (Cosmetic Products) (Specification and Prohibition) Order is amended —
(a)by inserting, immediately after item 13 of Part I, the following items:
14. o-Phenylenediamine and its salts.
15. 4-Methyl-m-phenylenediamine and its salts.
16. 1-Methoxy-2,4-diaminobenzene (2,4-diaminoanisole — CI 76050) and their salts.
17. 1-Methoxy-2,5-diaminobenzene (2,5-diaminoanisole) and their salts.
18. 4-Ethoxy-m-phenylenediamine and its salts.
19. 2,4-Diaminophenylethanol and its salts.
20. 2-Methyl-m-phenylenediamine.
21. Colour additive CI 13065.
22. Colour additive CI 26105.

(b)by deleting the heading in Part II and substituting the following heading:
SUBSTANCES, OTHER THAN PROHIBITED SUBSTANCES LISTED IN PART I, WHICH MAY BE PRESENT SUBJECT TO RESTRICTIONS UNDER PARAGRAPH 6 (2)”; and
(c)by inserting, immediately after item 8 of Part II, the following items and their entries corresponding thereto in the appropriate columns as shown thereunder:

Products containing these substances must bear the following cautionary label:
 
 
 
 
“Caution — Use of this product may cause serious inflammation of the skin in some people. A preliminary test in accordance with the accompanying directions should first be made. This product must not be used to dye eyelashes or eyebrows as it may cause blindness.”.
 
 
 
 
 
10. Methylphenylenediamines, their N-substituted derivatives and their salts; diaminophenols
 
Not exceeding 10% calculated as free base regardless of whether the substances are used singly or in combination
 
Products containing these substances must bear the following cautionary label:
 
 
 
 
“Caution — Use of this product may cause serious inflammation of the skin in some people. A preliminary test in accordance with the accompanying directions should first be made. This product must not be used to dye eyelashes or eyebrows as it may cause blindness.”.
