Prevention of Pollution of the Sea Act
(Chapter 243)
Prevention of Pollution of the Sea (Garbage) (Amendment) Regulations 2002
In exercise of the powers conferred by section 34 of the Prevention of Pollution of the Sea Act, the Maritime and Port Authority of Singapore, with the approval of the Minister for Transport, hereby makes the following Regulations:
Citation and commencement
1.  These Regulations may be cited as the Prevention of Pollution of the Sea (Garbage) (Amendment) Regulations 2002 and shall come into operation on 1st March 2002.
Amendment of regulation 2
2.  Regulation 2 (1) of the Prevention of Pollution of the Sea (Garbage) Regulations (Rg 7) (referred to in these Regulations as the principal Regulations) is amended by deleting sub-paragraph (b) of the definition of “from the nearest land” and substituting the following sub-paragraph:
(b)in relation to the part of the north-eastern coast of Australia which lies between the points 11° 00’S, 142° 08’E and 24° 42’S, 153° 15’E, from the nearest of the straight lines joining consecutively the following points:
11° 00’S, 142° 08’E; 10° 35’S, 141° 55’E; 10° 00’S, 142° 00’E; 9° 10’S, 143° 52’E; 9° 00’S, 144° 30’E; 10° 41’S, 145° 00’E; 13° 00’S, 145° 00’E; 15° 00’S, 146° 00’E; 17° 30’S, 147° 00’E; 21° 00’S, 152° 55’E; 24° 30’S, 154° 00’E and 24° 42’S, 153° 15’E;”.
Amendment of regulation 4
3.  Regulation 4 of the principal Regulations is amended by deleting paragraph (1) and substituting the following paragraph:
(1)  The disposal of any plastics, including but not limited to synthetic ropes, synthetic fishing nets, plastic garbage bags and incinerator ash from plastic products which may contain toxic or heavy metal residues, from a ship outside any Special Area is prohibited.”.
Amendment of regulation 5
4.  Regulation 5 of the principal Regulations is amended by inserting, immediately after paragraph (5), the following paragraph:
(6)  The disposal of any plastics, including but not limited to synthetic ropes, synthetic fishing nets, plastic garbage bags and incinerator ash from plastic products which may contain toxic or heavy metal residues, from a ship within any Special Area is prohibited.”.
Amendment of regulation 8
5.  Regulation 8 of the principal Regulations is amended by deleting paragraph (3) and substituting the following paragraph:
(3)  In the case of a ship which is not a Singapore ship, the placards shall be written in the working language of the ship’s personnel and, where the ship is engaged on a voyage to a port or offshore terminal under the jurisdiction of a Party to the Convention, also in English, French or Spanish.”.
Amendment of regulation 10
6.  Regulation 10 (5) of the principal Regulations is amended by deleting sub-paragraph (b) and substituting the following sub-paragraph:
(b)in the case of a ship which is not a Singapore ship, be at least in English, French or Spanish.”.
Amendment of First Schedule
7.  The First Schedule to the principal Regulations is amended by deleting item 6 under the heading “RECORD OF GARBAGE DISCHARGES” and substituting the following item:
6.  Incinerator ash (excluding incinerator ash from plastic products which may contain toxic or heavy metal residues)”.
