Immigration (Amendment) Regulations 2005
In exercise of the powers conferred by section 55(1) of the Immigration Act, the Minister for Home Affairs hereby makes the following Regulations:
Citation and commencement
1.  These Regulations may be cited as the Immigration (Amendment) Regulations 2005 and shall come into operation on 15th January 2005.
Amendment of regulation 15
2.  Regulation 15(1) of the Immigration Regulations (Rg 1) is amended by inserting, immediately after the words “A special pass” in the 1st line, the words “, other than a special pass issued under section 6A of the Act,”.
Deletion and substitution of regulation 22A
3.  Regulation 22A of the Immigration Regulations is deleted and the following regulation substituted therefor:
Personal identifier may be taken
22A.—(1)  An immigration officer or a police officer may take the personal identifier of —
(a)any person who applies for or has been issued with a pass or permit;
(b)any person suspected or has been convicted of an offence under section 5, 6(1), 15 or 36 of the Act or the regulations; or
(c)any prohibited immigrant,
with the use of any mechanical, electrical or other form of device or system.
(2)  The Controller may —
(a)upon the request in writing of —
(i)the Commissioner of Police or a police officer authorised in writing by the Commissioner; or
(ii)a head of department of any law enforcement agency or an officer of such agency authorised in writing by the head of department; and
(b)for such purpose, as stated in the request, which the Controller thinks appropriate,
authorise the dissemination of any record of the personal identifiers obtained under paragraph (1) to the person making the request.”.
Amendment of regulation 23
4.  Regulation 23(1) of the Immigration Regulations is amended by deleting the words “as a condition of the issue of the landing pass” and substituting the words “as a condition of, or for the grant of, a landing pass”.
Deletion of regulation 28
5.  Regulation 28 of the Immigration Regulations is deleted.
Amendment of First Schedule
6.  The First Schedule to the Immigration Regulations is amended —
(a)by deleting the words “arrived at” in the 2nd line of the third paragraph of Form 20 and substituting the words “*arrived at/will be arriving at”;
(b)by deleting the words “has issued” in the 2nd line of the fourth paragraph of Form 20 and substituting the words “*has issued/will be issuing”;
(c)by deleting the words “has issued” in the 2nd line of the third paragraph of Form 20A and substituting the words “*has issued/will be issuing”; and
(d)by deleting the fifth paragraph of Form 33 and substituting the following paragraph:
And whereas the Controller of Immigration *has reasonable grounds to believe that the said persons are about to disembark in or enter Singapore in contravention of the provisions of the Immigration Act/wish to ensure that the said persons do not disembark in or enter Singapore in contravention of the provisions of the Immigration Act:”.
