(Medisave Account Withdrawals)
(Amendment No. 3) Regulations 2018
In exercise of the powers conferred by section 77(1)(j) of the Central Provident Fund Act, the Minister for Manpower, after consulting with the Central Provident Fund Board, makes the following Regulations:
Citation and commencement
1.  These Regulations are the Central Provident Fund (Medisave Account Withdrawals) (Amendment No. 3) Regulations 2018 and come into operation on 1 November 2018.
Amendment of regulation 2
2.  Regulation 2(1) of the Central Provident Fund (Medisave Account Withdrawals) Regulations (Rg 17) (called in these Regulations the principal Regulations) is amended by inserting, immediately after the definition of “approved medical practitioner”, the following definition:
“ “approved out-patient parenteral nutrition” means any parenteral nutrition that is provided by an approved hospital to an out‑patient, and is approved by the Minister for Health for the purposes of these Regulations;”.
Amendment of regulation 3
3.  Regulation 3 of the principal Regulations is amended —
(a)by deleting sub‑paragraph (i) of paragraph (1)(a) and substituting the following sub‑paragraph:
(i)in or provided by any approved medical institution; or”;
(b)by inserting, immediately after the word “in” in paragraph (3)(a)(i)(A), the words “or provided by”;
(c)by deleting the words “from an approved medical practitioner,” in paragraph (3)(b)(i);
(d)by inserting, immediately after the word “screening” in paragraphs (3A)(a), (3B)(b), (3C) and (6)(c), the words “, or approved out‑patient parenteral nutrition,”; and
(e)by inserting, immediately after paragraph (9), the following paragraph:
(10)  For the purposes of this regulation and regulations 4, 13, 23, 25 and 25A, unless the context otherwise requires, “medical treatment” includes approved out‑patient parenteral nutrition.”.
Amendment of regulation 4
4.  Regulation 4(1) of the principal Regulations is amended by inserting, immediately after “9A,”, “9B,”.
Amendment of regulation 5
5.  Regulation 5(3) of the principal Regulations is amended by inserting, immediately after the word “hospitalised”, the words “, if the member or his dependant was admitted to the approved hospital before 1 November 2018”.
Amendment of regulation 6
6.  Regulation 6(3) of the principal Regulations is amended by inserting, immediately after the word “practitioners”, the words “, if the member or his dependant was admitted to the approved community hospital before 1 November 2018”.
Amendment of regulation 7
7.  Regulation 7(1) of the principal Regulations is amended by inserting, immediately after the word “day” in sub‑paragraph (a), the words “, if the member or his dependant was admitted to the approved day hospital before 1 November 2018”.
Amendment of regulation 8
8.  Regulation 8(1) of the principal Regulations is amended by inserting, immediately after the word “day” in sub‑paragraph (a), the words “, if the member or his dependant was admitted to the approved convalescent hospital before 1 November 2018”.
Amendment of regulation 9
9.  Regulation 9(1) of the principal Regulations is amended by inserting, immediately after the word “day” in sub‑paragraph (a), the words “, if the member or his dependant was admitted to the approved in‑patient hospice before 1 November 2018”.
Amendment of regulation 9A
10.  Regulation 9A(1A) of the principal Regulations is amended by deleting the words “(including the attendance fees)” in sub‑paragraph (a).
New regulation 9B
11.  The principal Regulations are amended by inserting, immediately after regulation 9A, the following regulation:
Approved out‑patient parenteral nutrition
9B.—(1)  A member may withdraw moneys from the member’s medisave account for the payment of approved out‑patient parenteral nutrition received by the member, or the member’s dependant, on or after 1 November 2018.
(2)  Subject to regulations 4 and 21D, the total amount that a member may withdraw under paragraph (1) —
(a)must not exceed $200 per month per patient; and
(b)must not exceed the total credit balance in the member’s medisave account.
(3)  In these Regulations, the date a member or a member’s dependant receives any approved out‑patient parenteral nutrition is the date the approved hospital provides the approved out‑patient parenteral nutrition to the member or dependant (whether or not the approved out‑patient parenteral nutrition is administered to the member or dependant on the date of such provision).”.
Amendment of regulation 10
12.  Regulation 10 of the principal Regulations is amended —
(a)by deleting the words “, including the payment of attendance fees,”; and
(b)by deleting the words “if he” in paragraphs (a) and (b) and substituting in each case the words “if the member or member’s dependant”.
Amendment of regulation 13
13.  Regulation 13(1) of the principal Regulations is amended by inserting, immediately after “9A,”, “9B,”.
Amendment of regulation 16
14.  Regulation 16 of the principal Regulations is amended —
(a)by inserting, immediately after the word “day” in paragraph (4), the words “, if she was admitted to the approved hospital before 1 November 2018”; and
(b)by inserting, immediately after “$30” in paragraph (8), the words “, if that day was before 1 November 2018”.
Amendment of regulation 21
15.  Regulation 21(1) of the principal Regulations is amended by inserting, immediately after the word “day” in sub‑paragraph (a), the words “, if the member or his dependant was admitted to the approved hospital or approved day surgery centre before 1 November 2018”.
Amendment of regulation 21C
16.  Regulation 21C of the principal Regulations is amended —
(a)by deleting the full‑stop at the end of sub‑paragraph (f) of paragraph (1) and substituting a semi‑colon, and by inserting immediately thereafter the following sub‑paragraph:
(g)any approved out‑patient parenteral nutrition mentioned in regulation 9B(1).”;
(b)by inserting, immediately after the words “or (f)” in paragraph (2)(a)(i) and (ii) and (b)(i) and (ii), the words “or the approved out‑patient parenteral nutrition mentioned in paragraph (1)(g)”;
(c)by inserting, immediately after the word “regulations” in paragraph (3), “9B,”; and
(d)by inserting, immediately after the word “screening” in paragraphs (3) and (4)(a) and (b), the words “, or approved out‑patient parenteral nutrition,”.
Amendment of regulation 21D
17.  Regulation 21D of the principal Regulations is amended by inserting, immediately after the word “screenings”, the words “, and approved out‑patient parenteral nutrition,”.
Amendment of regulation 24
18.  Regulation 24(1) of the principal Regulations is amended —
(a)by deleting the word “or” at the end of sub‑paragraph (j); and
(b)by deleting the comma at the end of sub‑paragraph (k) and substituting the word “; or”, and by inserting immediately thereafter the following sub‑paragraph:
(l)any approved out‑patient parenteral nutrition mentioned in regulation 9B(1),”.
