Road Traffic (Public Service Vehicles)
(Vocational Licences and Conduct of Drivers,
Conductors, Trishaw Riders and Passengers)
(Amendment No. 2) Rules 2015
In exercise of the powers conferred by section 111 of the Road Traffic Act, the Land Transport Authority of Singapore makes the following Rules:
Citation and commencement
1.  These Rules may be cited as the Road Traffic (Public Service Vehicles) (Vocational Licences and Conduct of Drivers, Conductors, Trishaw Riders and Passengers) (Amendment No. 2) Rules 2015 and come into operation on 1 December 2015.
Amendment of rule 2
2.  Rule 2 of the Road Traffic (Public Service Vehicles) (Vocational Licences and Conduct of Drivers, Conductors, Trishaw Riders and Passengers) Rules (R 8) (referred to in these Rules as the principal Rules) is amended by inserting, immediately after the definition of “public stand”, the following definition:
“ “taxi service operator” means a taxi service operator licensed by the Authority under Part VA of the Act;”.
Amendment of rule 23
3.  Rule 23 of the principal Rules is amended —
(a)by inserting, immediately after the words “acting as a taxi driver”, the words “of a taxi”;
(b)by deleting the words “not to stop” in paragraph (b) and substituting the words “not stop”;
(c)by deleting paragraph (d) and substituting the following paragraphs:
(d)start the taximeter fitted to the taxi only after the passenger has, or if there is more than one passenger, all of the passengers have, boarded the taxi and the licensee has accepted the hiring of the taxi;
(da)stop the taximeter as soon as the hiring of the taxi is terminated;”;
(d)by deleting paragraph (l) and substituting the following paragraph:
(l)in collecting a booking fee for a hiring of the taxi through a registered provider, not collect or attempt to collect a booking fee that exceeds the booking fee set by the registered provider;”;
(e)by deleting paragraph (q) and substituting the following paragraph:
(q)take reasonable steps to ensure that the taxi roof sign shows the message accurately stating when —
(i)the taxi is available or unavailable for hire;
(ii)there is a booking for the taxi assigned by a registered provider; or
(iii)there is a change in shift for the licensee;”;
(f)by deleting paragraph (r) and substituting the following paragraph:
(r)if a passenger requests for a receipt for the passenger’s journey in the taxi, issue to the passenger a receipt that at a minimum contains the following information:
(i)the registered number of the taxi;
(ii)the date and time of that journey;
(iii)any fare for that journey;
(iv)if applicable, the booking fee for hiring the taxi through a taxi service operator who owns the taxi or a registered provider (as the case may be); and”; and
(g)by renumbering the rule as paragraph (1) of that rule, and by inserting immediately thereafter the following paragraph:
(2)  In this rule, “registered provider” means a person registered by the Authority under the Third-Party Taxi Booking Service Providers Act 2015 (Act 17 of 2015).”.
Amendment of rule 28
4.  Rule 28 of the principal Rules is amended —
(a)by deleting the words “person acting as a taxi driver” and substituting the words “licensee, when acting as a taxi driver of a taxi,”; and
(b)by deleting the rule heading and substituting the following rule heading:
Fares for taxi”.
