Rules of Court (Amendment) Rules 2019
In exercise of the powers conferred by section 80 of the Supreme Court of Judicature Act and all other powers enabling us under any written law, we, the Rules Committee, make the following Rules:
Citation and commencement
1.  These Rules are the Rules of Court (Amendment) Rules 2019 and come into operation on 1 November 2019.
Amendment of Order 65
2.  Order 65, Rule 2 of the Rules of Court (R 5) (called in these Rules the principal Rules) is amended by inserting, immediately after paragraph (2), the following paragraph:
(2A)  Where the Minister considers that the letter of request does not comply with paragraph (1) or (2), the Minister must inform the requesting court or tribunal of —
(a)the non-compliance; and
(b)the provisions that must be complied with before the request may be further considered.”.
Amendment of Order 70
3.  Order 70, Rule 3 of the principal Rules is amended —
(a)by inserting, immediately after the words “applies to” in paragraph (1), the words “limitation actions, and to”; and
(b)by deleting the words “writ containing any such claim as is mentioned” in paragraph (2) and substituting the words “writ for a limitation action, or a writ containing a claim mentioned”.
Amendment of Appendix A
4.  Appendix A to the principal Rules is amended by deleting the words “by way of personal service (or as may be) (state manner of service or in accordance with the terms of an order for substituted service) on the defendant (who is known to me) (or who was pointed out to me by            ) (or who admitted to me that he was            )” in Form 159 and substituting the words “(state the manner in which the service was effected on the named ship, cargo or freight, as the case may be)”.
