(Bicycle Crossing)
(Amendment) Rules 2019
In exercise of the powers conferred by section 140 of the Road Traffic Act, the Minister for Home Affairs makes the following Rules:
Citation and commencement
1.  These Rules are the Road Traffic (Bicycle Crossing) (Amendment) Rules 2019 and come into operation on 1 February 2019.
Amendment of rule 2
2.  Rule 2 of the Road Traffic (Bicycle Crossing) Rules (R 36) (called in these Rules the principal Rules) is amended —
(a)by inserting, immediately after the words “a cyclist” in the definition of “bicycle crossing”, the words “, mobility vehicle user, PMD rider”;
(b)by inserting, immediately after the definitions of “mobility scooter” and “wheeled toy”, the following definitions:
“ “mobility vehicle” means a mobility scooter or a motorised wheelchair;
“mobility vehicle user” means an individual who is driving a motorised wheelchair or riding a mobility scooter, but excludes an individual who is walking beside and pushing a mobility vehicle;”;
(c)by deleting paragraph (c) of the definition of “pedestrian”; and
(d)by inserting, immediately after the words “personal mobility device” in paragraph (f) of the definition of “pedestrian”, the words “, mobility scooter”.
Amendment of rule 4
3.  Rule 4 of the principal Rules is amended —
(a)by inserting, immediately after the word “cyclist” in paragraph (1), the words “, mobility vehicle user”;
(b)by inserting, immediately after the words “power‑assisted bicycle” in paragraph (1), the words “, mobility vehicle”; and
(c)by inserting, immediately after the word “cyclist,” in paragraphs (2) and (4), the words “mobility vehicle user,”.
New rules 7 and 8
4.  The principal Rules are amended by inserting, immediately after rule 6, the following rules:
Conduct at and when approaching bicycle crossing
7.  Every cyclist, mobility vehicle user and PMD rider must —
(a)when approaching a bicycle crossing, proceed at such speed as will enable him to stop his bicycle, power‑assisted bicycle, mobility vehicle or PMD (as the case may be) before reaching the crossing; and
(b)when at the bicycle crossing, stop and look for on‑coming traffic before using that bicycle crossing.
Vehicle approaching bicycle crossing must slow down
8.  The driver of every vehicle approaching a bicycle crossing must proceed only at such speed as will enable him to stop his vehicle before reaching the crossing.”.
Miscellaneous amendments
5.  The principal Rules are amended —
(a)by inserting, immediately after the word “cyclist,” in rules 3(1), 5 and 6(2), the words “mobility vehicle user,”; and
(b)by inserting, immediately after the word “Cyclists,” in the rule heading of rule 3, the words “mobility vehicle users,”.
