Private Security Industry
(Conduct) (Amendment)
Regulations 2018
In exercise of the powers conferred by section 39 of the Private Security Industry Act, the Minister for Home Affairs makes the following Regulations:
Citation and commencement
1.  These Regulations are the Private Security Industry (Conduct) (Amendment) Regulations 2018 and come into operation on 1 January 2019.
New regulation 7A
2.  The Private Security Industry (Conduct) Regulations 2009 (G.N. No. S 170/2009) (called in these Regulations the principal Regulations) are amended by inserting, immediately after regulation 7, the following regulation:
Conduct of licensed security officers on duty, etc.
7A.—(1)  When carrying out the functions as a security officer, a licensed security officer must —
(a)not sleep;
(b)not consume alcohol or be under the influence of alcohol;
(c)not be absent from the place where the licensed security officer is deployed without any valid reason;
(d)not use any threatening or abusive language; and
(e)respond promptly to any request for assistance by any person within the premises where the licensed security officer is deployed if the person has suffered any personal injury, or any damage to or loss of the person’s property, within the premises.
(2)  A licensed security officer must not give any false representation to any person regarding the licensed security officer’s level of training, skill or qualification as a security officer.”.
Amendment of regulation 8
3.  The principal Regulations are amended by renumbering regulation 8 as paragraph (1) of that regulation, and by inserting immediately thereafter the following paragraph:
(2)  Any person who contravenes regulation 7A(1) or (2) shall be guilty of an offence and shall be liable on conviction to a fine not exceeding $2,000 or to imprisonment for a term not exceeding 3 months or to both.”.
Amendment of Schedule
4.  The Schedule to the principal Regulations is amended —
(a)by deleting paragraphs 3 and 4 and substituting the following paragraph:
3.  When carrying out the functions as a security officer, a licensed security officer must keep his uniform clean and tidy.”; and
(b)by renumbering the existing paragraphs 5, 6 and 7 as paragraphs 4, 5 and 6, respectively.
