Town Councils Act

Town Councils (Declaration of Towns) Order 2001
In exercise of the powers conferred by section 3 of the Town Councils Act, the Minister for National Development hereby makes the following Order:
Citation and commencement
1.  This Order may be cited as the Town Councils (Declaration of Towns) Order 2001 and shall come into operation on 13th November 2001.
Towns
2.—(1)  The area comprising the constituency or constituencies set out in the first column of the First Schedule are declared to be a Town to be known by the name set out opposite thereto in the second column thereof.
(2)  In this Order, “constituency” means an electoral division specified in the Parliamentary Elections (Names and Polling Districts of Electoral Divisions) Notification 2001 (G.N. No. S 521/2001).
Incidental and consequential provisions
3.  The incidental and consequential provisions contained in the Second Schedule shall have effect in respect of the Town Councils specified therein.
Revocation and transitional provisions
4.—(1)  The Town Councils (Declaration of Towns) (Consolidation) Order (O 1) is revoked.
(2)  Until such time as by-laws are made under the Act in relation to conservancy are service charges (including penalties and administrative fees for the late payment thereof) by any Town Council specified in the Second Schedule as succeeding to the property, rights and liabilities of another Town Council (referred to as the succeeding Town Council) or until 31st January 2002, whichever period first expires, all by-laws in respect of such matters which have been made under the Act for any area which, by virtue of this Order, becomes comprised in the constituency of the succeeding Town Council and which were in force immediately before 13th November 2001 shall continue to apply, with the necessary modifications, to that area, as if this Order had not been made.
(3)  Until such time as by-laws are made under the Act by the Town Councils for the Towns of Holland-Bukit Panjang, Jurong, Pasir Ris-Punggol, Tanjong Pagar and West Coast-Ayer Rajah or until 31st January 2002, whichever period first expires, all by-laws which have been made under the Act for any area which, by virtue of this Order, becomes comprised in any constituency of the Town Councils of Holland-Bukit Panjang, Jurong, Pasir Ris-Punggol, Tanjong Pagar or West Coast-Ayer Rajah, as the case may be, and which were in force immediately before 13th November 2001 shall continue to apply, with the necessary modifications, to that area, as if this Order had not been made.
