Road Traffic Act
(Chapter 276)
Road Traffic (Motor Vehicles, Registration and Licensing) (Amendment No. 4) Rules 2004
In exercise of the powers conferred by sections 34 and 140 of the Road Traffic Act, the Minister for Transport hereby makes the following Rules:
Citation and commencement
1.  These Rules may be cited as the Road Traffic (Motor Vehicles, Registration and Licensing) (Amendment No. 4) Rules 2004 and shall come into operation on 2nd August 2004.
Amendment of rule 34A
2.  Rule 34A of the Road Traffic (Motor Vehicles, Registration and Licensing) Rules (R 5) is amended ––
(a)by deleting the words “12 months” in paragraph (2) and substituting the words “6 months”;
(b)by inserting, immediately after paragraph (2), the following paragraphs:
(2A)  The Registrar may, in his discretion and subject to such terms and conditions as he thinks fit to impose, extend the period referred to in paragraph (2) from time to time, but the total period of all such extensions in respect of each vehicle shall not exceed 6 months.
(2B)  Every application for an extension under paragraph (2A) of the period referred to in paragraph (2) in respect of each vehicle shall be ––
(a)accompanied by payment of a fee of $25; and
(b)unless the Registrar allows otherwise, made within such time as to be received by the Registrar at least 7 days before the expiry of ––
(i)the period referred to in paragraph (2); or
(ii)where applicable, the last extension of that period under paragraph (2A).”;
(c)by inserting, immediately before the word “affix” in paragraph (9), the word “immediately”;
(d)by deleting paragraph (10) and substituting the following paragraph:
(10)  Where the seal, mark or document to be affixed to a de-registered vehicle under paragraph (9) is not affixed to the vehicle in the required manner or, being so affixed, is removed, defaced, altered, mutilated or tampered with —
(a)the person referred to in that paragraph; and
(b)the person who so affixes the seal, mark or document to the vehicle or removes, defaces, alters, mutilates or tampers with the seal, mark or document,
shall both be guilty of an offence.”; and
(e)by inserting, immediately before the word “removed,” in paragraph (11), the words “partially affixed to the vehicle,”.
