Road Traffic (Amendment No. 2) Act 1993

An Act to amend the Road Traffic Act (Chapter 276 of the 1985 Revised Edition).
Be it enacted by the President with the advice and consent of the Parliament of Singapore, as follows:
Short title and commencement
1.  This Act may be cited as the Road Traffic (Amendment No. 2) Act 1993 and shall come into operation on such date as the Minister may, by notification in the Gazette, appoint.
Amendment of section 2
2.  Section 2 of the Road Traffic Act (referred to in this Act as the principal Act) is amended by inserting, immediately after the words “motor vehicle” in the definition of “park”, the words “or a trailer”.
Amendment of section 10A
3.  Section 10A of the principal Act is amended —
(a)by deleting subsection (1) and substituting the following subsection:
(1)  No vehicle shall be registered or, except as otherwise provided by this Act or the rules, continue to be registered under this Act unless there is in force a permit issued by the Registrar authorising the registration of the vehicle.”; and
(b)by inserting, immediately after paragraph (h) of subsection (4), the following paragraph:
(ha)provide for the renewal of a permit before or after its expiration and the levy and any other fee to be paid therefor;”.
New section 10B
4.  The principal Act is amended by inserting, immediately after section 10A, the following section:
Heavy vehicle not to be registered without valid vehicle parking certificate
10B.—(1)  No heavy vehicle shall be registered under this Act unless the person applying for the registration of the heavy vehicle satisfies the Registrar that he has been issued by the relevant authority under the Parking Places Act (Cap. 214) with a vehicle parking certificate or such other document in respect of the parking of the heavy vehicle for the period for which the heavy vehicle is to be licensed.
(2)  For the purpose of this section and sections 19(3)(e) and 34 (r), “heavy vehicle” has the same meaning as in the Parking Places Act.”.
Amendment of section 17
5.  Section 17 (2) of the principal Act is amended by inserting, immediately after the word “month” in the last line of paragraph (b), the words “or part thereof”.
Amendment of section 19
6.  Section 19 (3) of the principal Act is amended —
(a)by deleting the word “and” at the end of paragraph (c); and
(b)by deleting the full-stop at the end of paragraph (d) and substituting the word “; and”, and by inserting immediately thereafter the following paragraph:
(e)in the case of a heavy vehicle, that for the period of the licence there will be in force a vehicle parking certificate or such other document issued by the relevant authority under the Parking Places Act (Cap. 214) in respect of the parking of the heavy vehicle.”.
Amendment of section 22
7.  Section 22 of the principal Act is amended by inserting, immediately after the word “months” in the seventh line, the words “or part thereof”.
Amendment of section 23
8.  Section 23 of the principal Act is amended by inserting, immediately after the word “months” in the eighth line, the words “or part thereof”.
Amendment of section 27
9.  Section 27 of the principal Act is amended —
(a)by deleting paragraph (a) of subsection (1) and substituting the following paragraph:
(a)if the permit issued under section 10A authorising the registration of the vehicle under this Act has been cancelled or has expired and has not been restored or renewed within the time prescribed therefor by this Act or any rules;”; and
(b)by deleting subsection (2) and substituting the following subsection:
(2)  Where the registration of a motor vehicle is cancelled pursuant to subsection (1) —
(a)the registered owner of the vehicle or any person who is in possession of the registration book or card issued in respect of the vehicle shall surrender that book or card to the Registrar within 14 days of the cancellation; and
(b)the registered owner or the person in possession of the vehicle shall produce proof to the satisfaction of the Registrar that the vehicle has been exported or scrapped within one month of the date of the cancellation.”.
Amendment of section 34
10.  Section 34 of the principal Act is amended —
(a)by deleting the word “and” at the end of paragraph (p); and
(b)by deleting the full-stop at the end of paragraph (q) and substituting the word “; and”, and by inserting immediately thereafter the following paragraph:
(r)to regulate the registration and licensing of heavy vehicles.”.
Amendment of section 131
11.  Section 131 (2) of the principle Act is amended by inserting, immediately after the words “managing director”, the words “, director, agent”.
