Public Order Act
(CHAPTER 257A)
Public Order (Exempt Assemblies and
Processions) (Amendment) Order 2015
In exercise of the powers conferred by section 46 of the Public Order Act, the Minister for Home Affairs makes the following Order:
Citation and commencement
1.  This Order may be cited as the Public Order (Exempt Assemblies and Processions) (Amendment) Order 2015 and comes into operation on 6 August 2015.
Amendment of First Schedule
2.  Item 7 of the First Schedule to the Public Order (Exempt Assemblies and Processions) Order 2009 (G.N. No. S 489/2009) is amended —
(a)by deleting the words “which is organised for the purpose of an auction”;
(b)by deleting sub-paragraph (c) and substituting the following sub-paragraph:
(c)which does not involve the installation, erection, removal or dismantling of any stage, shed or other structure between 11 p.m. of a day and 7 a.m. of the following day (both times inclusive);”;
(c)by deleting “2” in sub-paragraph (d) and substituting “4”; and
(d)by deleting the full-stop at the end of sub-paragraph (e) and substituting a semi-colon, and by inserting immediately thereafter the following sub-paragraphs:
(f)which will involve any one or more of the following activities:
(i)a “sing-song” ;
(ii)an auction;
(iii)a dinner;
(iv)a prayer service;
(v)a performance of instrumental music;
(vi)a performance of classical music;
(vii)a performance of traditional puppetry or folk puppetry;
(viii)a performance of traditional opera or folk opera;
(g)during which no vulgar or obscene gesture or remark is made by any performer at the assembly;
(h)during which no vulgar or obscene song is sung by any performer at the assembly;
(i)during which no performer at the assembly is indecently attired;
(j)during which no participant in the assembly, other than a performer at the assembly, is invited to the stage or any other performance area;
(k)during which no performer at the assembly mingles with the audience;
(l)which is not organised by a person who has previously been convicted of any offence under the Act in relation to the organisation of any celebration of the Seventh Month Festival.”.
