Telecommunications Act
(Chapter 323)
Telecommunications (Class Licences) (Amendment No. 2) Regulations 2003
In exercise of the powers conferred by section 74 of the Telecommunications Act, the Info-communications Development Authority of Singapore, with the approval of Mr David Lim Tik En, Senior Minister of State, charged with the responsibility of the Minister for Information, Communications and the Arts, hereby makes the following Regulations:
Citation and commencement
1.  These Regulations may be cited as the Telecommunications (Class Licences) (Amendment No. 2) Regulations 2003 and shall come into operation on 1st April 2003.
Deletion and substitution of regulation 11
2.  Regulation 11 of the Telecommunications (Class Licences) Regulations (Rg 3) is deleted and the following regulation substituted therefor:
Provision of prepaid services
11.  No licensee shall collect money deposits or use prepaid cards (other than credit cards) as a means of collecting payment from its customers.”.
Transitional provision
3.  Notwithstanding regulation 2, any licensee —
(a)whose licence is granted before 1st April 2003; and
(b)who, before that date, has been collecting money deposits or using prepaid cards (other than credit cards) as a means of collecting payment from its customers,
may continue to do so until 30th September 2003, subject however to the condition that it must take such measures as the Authority considers necessary to ensure that it is able to refund any balance due to such customers in the event of default in the provision of its services.
