Environmental Protection and Management
(Vehicular Emissions) (Amendment)
Regulations 2013

In exercise of the powers conferred by section 77(1) of the Environmental Protection and Management Act, the National Environment Agency, with the approval of the Minister for the Environment and Water Resources, hereby makes the following Regulations:

Citation and commencement

1. These Regulations may be cited as the Environmental Protection and Management (Vehicular Emissions) (Amendment) Regulations 2013 and shall come into operation on 20th December 2013.

Amendment of regulation 4

2. Regulation 4 of the Environmental Protection and Management (Vehicular Emissions) Regulations (Rg 6) is amended by deleting paragraphs (1), (2) and (3) and substituting the following paragraphs:

“(1) Every petrol driven motor vehicle (other than a motor cycle or scooter) to be registered in Singapore on or after 20th December 2013 shall conform to any of the standards for exhaust emission specified in the First Schedule.

(2) Every diesel driven motor vehicle (other than a motor cycle or scooter) to be registered in Singapore on or after 20th December 2013 shall conform to any of the standards for exhaust emission specified in the Second Schedule for the class of motor vehicle to which that motor vehicle belongs.”.

Deletion and substitution of First and Second Schedules

3. The First and Second Schedules to the Environmental Protection and Management (Vehicular Emissions) Regulations are deleted and the following Schedules substituted therefor:

“FIRST SCHEDULE

Regulation 4(1)

STANDARDS FOR EXHAUST EMISSION FOR
NEW PETROL DRIVEN MOTOR VEHICLES

The standard for exhaust emission for a new petrol driven motor vehicle is as follows:

(a)

EC Directive 96/69/EC; or

(b)

Paragraphs 102 and 121 of Article 28 of the Japanese Ministry of Land, Infrastructure and Transport Announcement No. 1318 dated 26th September 2003 (ANNOUNCEMENT STIPULATING ITEMS NECESSARY FOR ARRANGING RELATIONSHIP OF APPLICATION OF PROVISIONS OF CHAPTERS 2 AND 3 OF SAFETY REGULATIONS FOR ROAD VEHICLES), as amended by the Japanese Ministry of Land, Infrastructure, Transport and Tourism Announcement No. 69 dated 25th January 2013.

SECOND SCHEDULE

Regulation 4(2)

STANDARDS FOR EXHAUST EMISSION FOR
NEW DIESEL DRIVEN MOTOR VEHICLES

1. The standards for exhaust emission for new diesel driven motor vehicles of the following classes are as follows:

Class of vehicle

Standards for exhaust emission

(a)	Passenger car

(i) EC Directive 98/69/EC‑B(2005); or

(ii) JPN2009.

(b)	Motor vehicle (other than a passenger car) with gross vehicle weight not exceeding 3.5 tons

(i) EC Directive 98/69/EC‑B(2005); or

(ii) JPN2009.

(c)	Motor vehicle (other than a passenger car) with gross vehicle weight exceeding 3.5 tons

(i) EC Directive 1999/96/EC‑B1(2005); or

(ii) JPN2009.

2. In this Schedule, “JPN2009” means Article 41 of the Japanese Ministry of Land, Infrastructure and Transport Announcement No. 619 dated 15th July 2002 (ANNOUNCEMENT THAT PRESCRIBES DETAILS OF SAFETY REGULATIONS FOR ROAD VEHICLES), as amended by the Japanese Ministry of Land, Infrastructure, Transport and Tourism Announcement No. 68 dated 25th January 2013.”.
