Road Traffic Act
(Chapter 276)
Road Traffic (Motor Vehicles, Quota System) (Amendment) Rules 2001
In exercise of the powers conferred by section 10A(4) of the Road Traffic Act, the Minister for Communications and Information Technology hereby makes the following Rules:
Citation and commencement
1.  These Rules may be cited as the Road Traffic (Motor Vehicles, Quota System) (Amendment) Rules 2001 and shall come into operation on 3rd January 2001.
Deletion and substitution of rule 13
2.  Rule 13 of the Road Traffic (Motor Vehicles, Quota System) Rules (R 31) (referred to in these Rules as the principal Rules) is deleted and the following rule substituted therefor:
Issue of certificates of entitlement in special circumstances
13.—(1)  Notwithstanding anything in this Part and subject to paragraph (2), the Registrar may —
(a)in special circumstances and with the approval of the Minister; or
(b)in the event that a PU-registered vehicle is kept or used outside Pulau Ubin in breach of rule 3B of the Road Traffic (Motor Vehicles, Registration and Licensing) Rules (R 5),
issue, subject to such terms and conditions as he may think fit to impose, a certificate of entitlement to an applicant upon payment by the applicant of a levy equivalent to the levy payable under rule 24(3)(a) for the renewal of a certificate of entitlement for a vehicle of the same class as the vehicle in respect of which the application is being made.
(2)  Where a certificate of entitlement issued in respect of a PU-registered vehicle under paragraph (1) is valid for a period of less than 10 years, the levy payable for that certificate of entitlement shall be computed on a pro-rata basis.”.
Amendment of rule 16
2.  Rule 16 of the principal Rules is amended by inserting, immediately after paragraph (1), the following paragraph:
(1A)  A certificate of entitlement issued in respect of a PU-registered vehicle in the circumstances referred to in rule 13 (1)(b) shall, unless otherwise specified by the Registrar, be deemed to have been in force for a period of 10 years with effect from the date of registration of that vehicle as a PU-registered vehicle.”.
Amendment of rule 20
3.  Rule 20 (1) of the principal Rules is amended by inserting, immediately after sub-paragraph (a), the following sub-paragraph:
(aa)the certificate of entitlement is surrendered to the Registrar upon the motor vehicle being re-registered as a PU-registered vehicle under rule 3B of the Road Traffic (Motor Vehicles, Registration and Licensing) Rules (R 5);”.
