Environmental Public Health Act
(Chapter 95)
Environmental Public Health (General Waste Collection) (Amendment) Regulations 1999
In exercise of the powers conferred by section 113 of the Environmental Public Health Act, the Minister for the Environment hereby makes the following Regulations:
Citation and commencement
1.  These Regulations may be cited as the Environmental Public Health (General Waste Collection) (Amendment) Regulations 1999 and shall come into operation on 8th December 1999.
Amendment of regulation 2
2.  Regulation 2 of the Environmental Public Health (General Waste Collection) Regulations (Rg 12) (referred to in these Regulations as the principal Regulations) is amended —
(a)by inserting, immediately before the definition of “general waste”, the following definition:
“ “code of practice” means the code of practice issued by the Commissioner and applicable to every general waste collector;”;
(b)by deleting the word “and” at the end of paragraph (c) of the definition of “general waste”; and
(c)by deleting the full-stop at the end of paragraph (d) of the definition of “general waste” and substituting a semi-colon, and by inserting immediately thereafter the following paragraphs:
(e)dangerous substances that have been treated and rendered harmless and safe for disposal; and
(f)toxic industrial waste that has been treated and rendered harmless and safe for disposal;”.
Amendment of regulation 4
3.  Regulation 4 of the principal Regulations is amended by inserting, immediately after paragraph (3), the following paragraph:
(4)  A licensee shall notify the Commissioner in writing of any change of his business address within 7 days of such change.”.
Amendment of regulation 8A
4.  Regulation 8A of the principal Regulations is amended by inserting, immediately after the words “Class C” in the 2nd line and in the marginal note, the words “and Class D”.
New regulation 8B
5.  The principal Regulations are amended by inserting, immediately after regulation 8A, the following regulation:
Display of hazard warning label
8B.  Where any Class D waste is being transported in a tanker truck or other vehicle, the licensee shall ensure that such appropriate hazard warning label as specified by the Commissioner in the code of practice is displayed on the windscreen of the tanker truck or vehicle.”.
New regulation 9A
6.  The principal Regulations are amended by inserting, immediately after regulation 9, the following regulation:
Labelling of information on side of skip container
9A.  A licensee shall label both sides of his skip container with such information as specified by the Commissioner in the code of practice.”.
Amendment of Schedule
7.  The Schedule to the principal Regulations is amended by inserting, immediately after paragraph (3) under the sub-heading Class C., the following:
Class D.
(1)Dangerous substances that have been treated and rendered harmless and safe for disposal.
(2)Toxic industrial waste that has been treated and rendered harmless and safe for disposal.”.
