Central Provident Fund Act
(Chapter 36)
Central Provident Fund (Medisave Account Withdrawals) (Amendment No. 3) Regulations 2009
In exercise of the powers conferred by section 77(1)(j) of the Central Provident Fund Act, the Minister for Manpower, after consulting with the Central Provident Fund Board, hereby makes the following Regulations:
Citation and commencement
1.  These Regulations may be cited as the Central Provident Fund (Medisave Account Withdrawals) (Amendment No. 3) Regulations 2009 and shall come into operation on 1st November 2009.
Amendment of regulation 2
2.  Regulation 2(1) of the Central Provident Fund (Medisave Account Withdrawals) Regulations (Rg 17) (referred to in these Regulations as the principal Regulations) is amended —
(a)by inserting, immediately after the definition of “approved treatment”, the following definition:
“ “approved vaccination” means any vaccination (including any vaccination against Hepatitis B or pneumococcal disease) which is approved by the Minister for Health for the purposes of these Regulations;”; and
(b)by inserting, immediately after the words “radiosurgery treatment,” in the definition of “medical treatment”, the words “approved vaccination,”.
Amendment of regulation 4
3.  Regulation 4(1) of the principal Regulations is amended by inserting, immediately after “14,”, “14A, 14B,”.
Amendment of regulation 7
4.  Regulation 7(1) of the principal Regulations is amended —
(a)by inserting, immediately after the words “received medical treatment”, the words “(other than any approved vaccination)”; and
(b)by inserting, immediately after the words “the payment of” in sub-paragraph (b), the word “the”.
Amendment of regulation 8
5.  Regulation 8(1) of the principal Regulations is amended —
(a)by inserting, immediately after the words “received medical treatment”, the words “(other than any approved vaccination)”; and
(b)by inserting, immediately after the words “the payment of” in sub-paragraph (b), the word “the”.
Amendment of regulation 9
6.  Regulation 9(1) of the principal Regulations is amended —
(a)by inserting, immediately after the words “received medical treatment”, the words “(other than any approved vaccination)”; and
(b)by inserting, immediately after the words “the payment of” in sub-paragraph (b), the word “the”.
Amendment of regulation 11
7.  Regulation 11(1) of the principal Regulations is amended by inserting, immediately after the words “has received”, the words “, on or after 1st October 2002 but before 1st November 2009,”.
Amendment of regulation 13
8.  Regulation 13 of the principal Regulations is amended —
(a)by deleting the words “regulation 14” in paragraph (1) and substituting the words “regulations 14 and 14A”; and
(b)by deleting paragraph (5) and substituting the following paragraph:
(5)  Where a member or his dependant has received, on or after 1st October 2002 but before 1st November 2009, any vaccination against Hepatitis B from an approved medical practitioner as an out-patient in an approved clinic or at an approved community hospital, the amount that may be withdrawn by the member for the payment of the total charges in respect of the vaccination shall not exceed the withdrawal limits specified in regulation 11(1) or the total credit balance in the member’s medisave account, whichever is the lower.”.
Amendment of regulation 14
9.  Regulation 14(1) of the principal Regulations is amended by deleting sub-paragraph (b) and substituting the following sub-paragraph:
(b)subject to regulation 14B, the amount that may be withdrawn by the member for the payment of all such treatments received in any calendar year shall not exceed the total credit balance in the member’s medisave account.”.
New regulations 14A and 14B
10.  The principal Regulations are amended by inserting, immediately after regulation 14, the following regulations:
Approved vaccination
14A.—(1)  Where, on or after 1st November 2009 —
(a)a member or his dependant has received any approved vaccination (other than against pneumococcal disease) from an approved medical practitioner as an out-patient in an approved clinic, approved hospital, approved community hospital or approved CIT medical institution; or
(b)a member’s child below the age of 5 years has received any approved vaccination against pneumococcal disease from an approved medical practitioner as an out-patient in an approved clinic, approved hospital, approved community hospital or approved CIT medical institution,
subject to regulation 14B, the amount that may be withdrawn by the member for the payment of all such vaccinations received in any calendar year shall not exceed the total credit balance in the member’s medisave account.
(2)  Any withdrawal by a member under this regulation shall be subject to such terms and conditions as the Minister for Health may impose.
Additional limit on withdrawal under regulations 14 and 14A
14B.  The total amount which a member is entitled to withdraw under regulations 14 and 14A for the payment of all approved chronic illness treatments and approved vaccinations received in any calendar year shall not exceed $300.”.
Amendment of regulation 21
11.  Regulation 21(1) of the principal Regulations is amended —
(a)by inserting, immediately after the words “received medical treatment”, the words “(other than any approved vaccination)”; and
(b)by inserting, immediately after the words “the payment of” in sub-paragraph (e), the word “the”.
Amendment of regulation 22
12.  Regulation 22 of the principal Regulations is amended by deleting paragraph (2) and substituting the following paragraph:
(2)  Paragraph (1) shall not apply to —
(a)any surgical treatment to reverse any treatment for sexual sterilization;
(b)any medical treatment for conception; or
(c)any approved vaccination received in a ward of an approved convalescent hospital or approved hospice which is equivalent to a Class C or B2 ward of an approved hospital.”.
Amendment of regulation 24
13.  Regulation 24 of the principal Regulations is amended —
(a)by inserting, immediately after the words “renal dialysis treatment” in paragraph (1)(a), the words “or any approved vaccination”;
(b)by deleting the word “or” at the end of paragraph (1)(f); and
(c)by deleting the comma at the end of sub-paragraph (g) of paragraph (1) and substituting the word “; or”, and by inserting immediately thereafter the following sub-paragraph:
(h)any approved vaccination (other than against Hepatitis B) provided on an out-patient basis by an approved medical practitioner in an approved clinic, approved community hospital or approved CIT medical institution,”.
Amendment of Schedule
14.  The Schedule to the principal Regulations is amended —
(a)by deleting the words “Regulations 2, 5, 13 and 21” in the Schedule reference and substituting the words “Regulations 2 and 13”; and
(b)by deleting item 2.
