the holder of any pass issued under these Regulations has contravened or failed to comply with any provision of the Act or these Regulations or with any condition imposed in respect of or direction endorsed on the pass; or
(b)
the holder of any pass or his employer, agent, guarantor or sponsor has contravened or failed to comply with any condition specified in any security bond furnished under regulation 21,
he may —
(i)
forthwith cancel the pass; and
(ii)
in any case where security has been furnished under regulation 21, and whether or not the pass is cancelled, direct the forfeiture of the security or any part thereof.
(2) The cancellation of a pass or forfeiture of any security under this regulation shall be without prejudice to the taking of proceedings against any person for any offence under the Act or these Regulations.
(3) Notice of the cancellation of any pass or of the forfeiture of any security or any part thereof shall be given to the holder of the pass and to his employer, agent, guarantor or sponsor.
(4) It shall be sufficient if the notice under paragraph (3) is sent by registered post to the last known address of the holder of the pass and of his employer, agent, guarantor or sponsor.
