Use of expressway by excluded vehicles
11.—(1)  Subject to this rule, no excluded vehicles shall be driven or allowed to be on any part of an expressway.
(2)  An excluded vehicle may use an expressway on the occasions and to the extent specified in this paragraph —
(a)for the maintenance, repair, improvement, cleaning or clearance of any part of the expressway; or
(b)for the erection, laying, maintenance, alteration or removal of any structure, works, apparatus or any other thing in, on, under or over any part of the expressway.
(3)  A Deputy Commissioner of Police may authorise any excluded vehicle to use an expressway on such occasions as he thinks fit or for the purpose of enabling the vehicle to cross an expressway or to secure access to any premises abutting on or adjacent to the expressway.
(4)  Where by reason of any emergency the use of any road (not being an expressway) by any excluded vehicle is rendered impossible or unsuitable, a Deputy Commissioner of Police may —
(a)authorise any excluded vehicle to use an expressway or any part thereof as an alternative road for the period during which the use of the road by the vehicle continues to be impossible or unsuitable; and
(b)relax any prohibition or restriction imposed by these Rules in so far as he considers it necessary to do so in connection with the use of the expressway or any part thereof by any excluded vehicle in pursuance of any authorisation under this rule.
