(2) Upon receipt of an application made under paragraph (1), the Registrar or an authorised officer may, if he is satisfied that the owner of the motor vehicle is making only a temporary stay in Singapore, issue to the applicant a vehicle entry permit valid for a month or any shorter period as may be determined by the Registrar. The permit shall be in such form as the Registrar may approve.

(15) Any refund granted under this rule shall not in any case exceed 75% of the monthly fee already paid.

A vehicle entry permit shall be carried upon the motor vehicle in like manner as if it were a licence for a motor vehicle issued under section 19 of the Act, and the Road Traffic (Motor Vehicles, Registration and Licensing) Rules shall apply to the display of the permit as they apply to the display of a licence.
[R 5.]
Registrar may refuse to issue vehicle entry permit
21. The Registrar or an authorised officer may refuse to issue a vehicle entry permit or may cancel a vehicle entry permit already issued if the vehicle fails to meet the noise emission standards for the time being in force, or emits smoke or visible vapour, or if he has reason to believe that the motor vehicle to which the application or permit relates has been or is intended to be used for any unlawful purpose.
