19.—(1) Any person from Malaysia who brings a motor vehicle into Singapore with the intention of making a temporary stay in Singapore shall apply to the Registrar or an authorised officer for a vehicle entry permit.
(2) Upon receipt of an application made under paragraph (1), the Registrar or an authorised officer may, if he is satisfied that the owner of the motor vehicle is making only a temporary stay in Singapore, issue to the applicant a vehicle entry permit valid for a month or any shorter period as may be determined by the Registrar. The permit shall be in such form as the Registrar may approve.
(3) Only one vehicle entry permit shall be issued at any one time in respect of a motor vehicle.
(4) An application for the extension of a vehicle entry permit valid for a month or any shorter period as may be determined by the Registrar or a duplicate of a vehicle entry permit shall be made at the office of the Registrar of Vehicles.
(5) The Registrar or an authorised officer may grant an extension of a vehicle entry permit for a period not exceeding 10 days, and he may before granting any such extension require the applicant to produce his last vehicle entry permit.
(6) Where the Registrar or an authorised officer has in exercise of his powers under this rule refused to issue to the applicant a vehicle entry permit, the decision shall be final.
(7) The fee payable for a vehicle entry permit issued in respect of a motor vehicle to be used or kept in Singapore during restricted hours shall be as set out in the Fourth Schedule.
(8) No fee shall be payable for a vehicle entry permit issued in respect of a motor vehicle to be used or kept in Singapore on a Sunday, public holiday or during non-restricted hours.
(9) The Minister may, in his discretion, exempt any motor vehicle from all or any of the provisions of this rule.
(10) It shall be an offence for any person to keep or use a motor vehicle in Singapore unless there is in force in respect of such vehicle a vehicle entry permit.
(11) Rule 8 shall apply to vehicle entry permit as it applies to an international circulation permit.
(12) A holder of a monthly vehicle entry permit may, at any time before the expiry of the permit, surrender his permit and apply for a refund of the fee paid for the unexpired period of the permit.
(13) An application for a refund shall be made in such form as the Registrar may require and shall be delivered to the Registrar together with the permit.
(14) The holder of the permit shall thereupon be entitled to a refund of the difference between the monthly fee already paid for the motor vehicle and the total amount which would have been payable if daily permits had been issued at the appropriate rate set out in item 2 or 4 of the Fourth Schedule for that motor vehicle for the number of days in the month which have elapsed including the day on which the permit is delivered to the Registrar.
(15) Any refund granted under this rule shall not in any case exceed 75% of the monthly fee already paid.
