Building Control
(Amendment) Regulations 2020
In exercise of the powers conferred by section 49 of the Building Control Act, the Minister for National Development makes the following Regulations:
Citation and commencement
1.  These Regulations are the Building Control (Amendment) Regulations 2020 and come into operation on 10 February 2020.
Amendment of regulation 34A
2.  Regulation 34A of the Building Control Regulations 2003 (G.N. No. S 666/2003) (called in these Regulations the principal Regulations) is amended by deleting the words “earth‑retaining structure” and substituting the words “earth retaining structure”.
Amendment of regulation 36
3.  Regulation 36 of the principal Regulations is amended by deleting the words “earth‑retaining structures” in paragraphs (1) and (2) and substituting in each case the words “earth retaining structures”.
Amendment of First Schedule
4.  Paragraph 1 of the First Schedule to the principal Regulations is amended —
(a)by deleting sub‑paragraphs (g) and (h) and substituting the following sub‑paragraphs:
(g)any canal or drain, including any associated earth retaining structure, if —
(i)the depth of the canal or drain, as measured from the ground to the soffit of the base of the canal or drain, does not exceed 1,500 millimetres; or
(ii)the following conditions are met:
(A)the depth of the canal or drain, as measured from the ground to the soffit of the base of the canal or drain, exceeds 1,500 millimetres but does not exceed 2,500 millimetres;
(B)the distance between each point of the canal or drain and any adjacent building or slope is at least 2 times the depth of the canal or drain as mentioned in sub‑paragraph (A);
(h)any box culvert with a span not exceeding 5,000 millimetres, including any associated earth retaining structure, if —
(i)the depth of the box culvert, as measured from the ground to the soffit of the base of the box culvert, does not exceed 1,500 millimetres; or
(ii)the following conditions are met:
(A)the depth of the box culvert, as measured from the ground to the soffit of the base of the box culvert, exceeds 1,500 millimetres but does not exceed 2,500 millimetres;
(B)the distance between each point of the box culvert and any adjacent building or slope is at least 2 times the depth of the box culvert as mentioned in sub‑paragraph (A);”; and
(b)by deleting the words “earth‑retaining structure” in sub‑paragraph (r) and substituting the words “earth retaining structure”.
Amendment of Fourth Schedule
5.  Paragraph 1 of the Fourth Schedule to the principal Regulations is amended —
(a)by deleting the words “2 storeys” in sub‑paragraphs (b) and (d) and substituting in each case the words “3 storeys”;
(b)by deleting sub‑paragraph (k) and substituting the following sub‑paragraph:
(k)foundation and supporting frames for gantry cranes, overhead cranes, jib cranes or monorail hoists that are independently supported if —
(i)no span of frame between 2 supports exceeds 15 metres; and
(ii)no span of any cantilever supporting frame exceeds 6 metres;”; and
(c)by deleting the full‑stop at the end of sub‑paragraph (l) and substituting the word “; and”, and by inserting immediately thereafter the following sub‑paragraph:
(m)2‑storey buildings if —
(i)no span of beam or slab in the building exceeds 15 metres;
(ii)no span of any cantilever in the building exceeds 6 metres; and
(iii)the building works do not involve pre‑stressed or post‑tensioned construction.”.
