(Motor Vehicles, Quota System)
(Amendment No. 3) Rules 2021
In exercise of the powers conferred by section 10A(4) of the Road Traffic Act, the Minister for Transport makes the following Rules:
Citation and commencement
1.  These Rules are the Road Traffic (Motor Vehicles, Quota System) (Amendment No. 3) Rules 2021 and come into operation on 3 January 2022.
New rule 9E
2.  The Road Traffic (Motor Vehicles, Quota System) Rules (R 31) (called in these Rules the principal Rules) are amended by inserting, immediately after rule 9D, the following rule:
Application for certificates of entitlement for re‑registration of pre‑2018 ambulance as another vehicle
9E.—(1)  Every application for a certificate of entitlement (other than an application pursuant to a public notice, which is mentioned in rule 7) to re-register a pre‑2018 ambulance as another vehicle must be made —
(a)during the period from 3 January 2022 to 2 April 2022 (both dates inclusive);
(b)by the registered owner of the pre‑2018 ambulance; and
(c)in accordance with this rule and in the manner that the Registrar may require.
(2)  Every application for a certificate of entitlement must be accompanied by the payment of the levy specified in the First Schedule.
(3)  Despite rule 16(1)(ba), the Registrar may issue a certificate of entitlement in respect of a motor vehicle that is in force for a period of 5 years starting from the date the certificate of entitlement is issued, if —
(a)an application is made under paragraph (1) for such a certificate of entitlement; and
(b)the motor vehicle is at least 10 years old on that date.
(4)  For the purposes of this rule, the age of a motor vehicle is to be reckoned in accordance with rule 2(2) of the Road Traffic (Motor Vehicles, Registration and Licensing) Rules.
(5)  In this rule, “pre-2018 ambulance” means a motor vehicle that is registered as an ambulance before 1 January 2018.”.
Amendment of rule 16
3.  Rule 16(1) of the principal Rules is amended by inserting, immediately after sub‑paragraph (b), the following sub‑paragraphs:
(ba)in the case where a certificate of entitlement is issued under rule 11 for an application under rule 9E for registering a pre‑2018 ambulance as another vehicle, the expiry of a period of 10 years;
(bb)in the case where the Road Traffic (Quota System — Exemption) Order has ceased to apply in respect of any motor vehicle and a certificate of entitlement is issued in respect of the motor vehicle, the expiry of a period of 10 years; and”.
Amendment of First Schedule
4.  The First Schedule to the principal Rules is amended —
(a)by inserting, immediately after “9B(2),” in the Schedule reference, “9E(2),”; and
(b)by inserting, immediately after sub‑paragraph (dl) of paragraph (1), the following sub‑paragraph:
(dm)in the case of a motor vehicle with a certificate of entitlement issued pursuant to an application under rule 9E —
(i)where the certificate of entitlement is issued for 5 years, 50% of the average of the quota premiums payable for certificates of entitlement in relation to that category of vehicle issued during the 3 months immediately preceding the issue of the certificate of entitlement; or
(ii)where the certificate of entitlement is issued for 10 years, the average of the quota premiums payable for certificates of entitlement in relation to that category of vehicle issued during the 3 months immediately preceding the issue of the certificate of entitlement;”.
