Road Traffic (Motor Vehicles, Construction and Use) (Amendment) Rules 1997

In exercise of the powers conferred by section 6 of the Road Traffic Act, the Land Transport Authority of Singapore hereby makes the following Rules:

Citation and commencement

1. These Rules may be cited as the Road Traffic (Motor Vehicles, Construction and Use) (Amendment) Rules 1997 and shall come into operation on 1st July 1997.

Amendment of rule 38

2. Rule 38 of the Road Traffic (Motor Vehicles, Construction and Use) Rules (R 9) is amended by deleting paragraphs (1) and (2) and substituting the following paragraphs:

“(1) Every diesel driven motor vehicle to be registered for the first time in Singapore —

(a)

on or after 1st January 1991 but before 1st July 1997 shall comply with the standard for exhaust emission specified in the ECE Regulation 24.03 annexed to the United Nations Agreement concerning the Adoption of Uniform Conditions of Approval and Reciprocal Recognition of Approval for Motor Vehicle Equipment and Parts;

(b)

on or after 1st July 1997 but before 1st July 1998 —

(i)	with a maximum laden weight of 3,500 kilograms or less, shall comply with the standard for exhaust emission specified in the EC Directive 93/59/EEC or article 31 of the Japanese Safety Regulations for Road Vehicles;
(ii)	with a maximum laden weight exceeding 3,500 kilograms, shall comply with the standard for exhaust emission specified in the EC Directive 91/542/EEC Stage 1 or article 31 of the Japanese Safety Regulations for Road Vehicles;

(c)

on or after 1st July 1998 —

(i)	with a maximum laden weight of 3,500 kilograms or less, shall comply with the standard for exhaust emission specified in the EC Directive 93/59/EEC;
(ii)	with a maximum laden weight exceeding 3,500 kilograms, shall comply with the standard for exhaust emission specified in the EC Directive 91/542/EEC Stage 1.

(2) The Registrar shall not approve an application made —

(a)	on or after 1st January 1991 but before 1st July 1997;
(b)	on or after 1st July 1997 but before 1st July 1998; or
(c)	on or after 1st July 1998,

as the case may be, for first registration in Singapore of a diesel driven motor vehicle unless he is satisfied that the vehicle complies with the standard for exhaust emission prescribed by this rule.”.
