Public Order
(Exempt Assemblies and Processions) (Amendment)
Order 2016
In exercise of the powers conferred by section 46 of the Public Order Act, the Minister for Home Affairs makes the following Order:
Citation and commencement
1.  This Order is the Public Order (Exempt Assemblies and Processions) (Amendment) Order 2016 and comes into operation on 19 March 2016.
Amendment of First Schedule
2.  The First Schedule to the Public Order (Exempt Assemblies and Processions) Order 2009 (G.N. No. S 489/2009) is amended —
(a)by deleting the words “and outside of any special zone within the meaning of the Public Order (Additional Temporary Measures) Act 2014” in item 4;
(b)by inserting, immediately after the words “are all citizens of Singapore” in item 4(b), the words “unless the public assembly is held primarily to commemorate the first anniversary of the death of the late Mr Lee Kuan Yew, is organised by or under the direction of the People’s Association and is held between 19 March 2016 and 31 March 2016 (both dates inclusive)”; and
(c)by inserting, immediately after item 15, the following items:
16.  A public assembly not wholly inside a building or other enclosed premises —
(a)that is held primarily to commemorate the first anniversary of the death of the late Mr Lee Kuan Yew;
(b)that is organised by or under the direction of the People’s Association;
(c)that is held between 19 March 2016 and 31 March 2016 (both dates inclusive); and
(d)during which the organiser provides crowd control measures that are necessary for the safety and wellbeing of persons attending the public assembly.
17.  A public assembly wholly inside a building or other enclosed premises and not comprising a talk or lecture, and —
(a)that is held primarily to commemorate the first anniversary of the death of the late Mr Lee Kuan Yew;
(b)that is organised by or under the direction of the People’s Association;
(c)that is held between 19 March 2016 and 31 March 2016 (both dates inclusive); and
(d)during which the organiser provides crowd control measures that are necessary for the safety and wellbeing of persons attending the public assembly.”.
Amendment of Second Schedule
3.  The Second Schedule to the Public Order (Exempt Assemblies and Processions) Order 2009 is amended by inserting, immediately after item 6, the following item:
7.  A public procession —
(a)that is held primarily to commemorate the first anniversary of the death of the late Mr Lee Kuan Yew;
(b)that is organised by or under the direction of the People’s Association;
(c)that is held between 19 March 2016 and 31 March 2016 (both dates inclusive); and
(d)during which the organiser provides crowd control measures that are necessary for the safety and wellbeing of persons attending the public procession.”.
