Road Traffic (Motor Vehicles, Registration
and Licensing) (Exemption) Order 2017
In exercise of the powers conferred by section 142 of the Road Traffic Act, the Minister for Transport makes the following Order:
Citation and period in force
1.—(1)  This Order is the Road Traffic (Motor Vehicles, Registration and Licensing) (Exemption) Order 2017.
(2)  The period for which this Order is in force starts on 1 April 2017 and ends at 2359 hours on 31 March 2019.
Definitions
2.  In this Order —
“designated shuttle bus” means a private hire bus registered in the name of ComfortDelGro Bus Pte. Ltd. and bearing any of the following vehicle registration numbers:
(a)PA9552U;
(b)PA9708M;
(c)PA9869G;
(d)PA9465M;
(e)PA9757X;
(f)PA9786L;
(g)PA9799A;
“specified shuttle service” means a bus service operated by ComfortDelGro Bus Pte. Ltd. under a contract with Jurong Town Corporation for the carriage of passengers, free of charge, on a bus route specified in the first column of the Schedule during the time period specified opposite in the second column on any day from Monday to Friday, not being a public holiday.
Exemption
3.—(1)  Subject to sub‑paragraph (2), rule 47(4)(a) of the Road Traffic (Motor Vehicles, Registration and Licensing) Rules (R 5) does not apply to a designated shuttle bus while it is being used by ComfortDelGro Bus Pte. Ltd. to operate a specified shuttle service.
(2)  The exemption in sub‑paragraph (1) is subject to the following conditions:
(a)a designated shuttle bus must at all times carry, excluding the driver of the designated shuttle bus —
(i)no more seated passengers than the licensed seating capacity of the designated shuttle bus; and
(ii)no more standing passengers than the standing capacity of the designated shuttle bus as is approved by the Registrar;
(b)a designated shuttle bus must not travel at a speed exceeding 60 km/h while it is being used to operate a specified shuttle service;
(c)a designated shuttle bus must be fitted with an approved speed limiter in accordance with the Road Traffic (Motor Vehicles, Speed Limiters) Rules (R 39);
(d)a designated shuttle bus must be retrofitted with handrails and handstraps in accordance with rule 85 of the Road Traffic (Motor Vehicles, Construction and Use) Rules (R 9);
(e)there is in force, at any time a designated shuttle bus is used to operate a specified shuttle service, a policy of insurance in relation to all passengers (whether seated or standing) in the designated shuttle bus insuring against any liability in respect of the death of, or bodily injury sustained by, any passenger caused by or arising out of the use of that designated shuttle bus.
