Presidential Elections Act
(Chapter 240A)
Presidential Elections (Certificate of Eligibility) (Amendment) Regulations 1999
In exercise of the powers conferred by section 81 of the Presidential Elections Act, the Prime Minister hereby makes the following Regulations:
Citation and commencement
1.  These Regulations may be cited as the Presidential Elections (Certificate of Eligibility) (Amendment) Regulations 1999 and shall come into operation on 3rd April 1999.
Amendment of regulation 2
2.  Regulation 2 of the Presidential Elections (Certificate of Eligibility) Regulations (Rg 2) (referred to in these Regulations as the principal Regulations) is amended —
(a)by deleting the full-stop at the end of the definition of "Committee" and substituting a semicolon; and
(b)by inserting, immediately after the definition of "Committee", the following definition:
“ “Secretary” means the Secretary of the Committee appointed under regulation 13.”.
Amendment of regulation 7
3.  Regulation 7 of the principal Regulations is amended —
(a)by deleting the word "Committee" in the 8th line and substituting the word "Secretary"; and
(b)by inserting, immediately after the word "accordingly" at the end, the words "of the Committee’s decision".
Deletion and substitution of regulation 8
4.  Regulation 8 of the principal Regulations is deleted and the following regulation substituted therefor:
Successful applications
8.  The Secretary shall without delay notify the applicant of every successful application for a certificate of eligibility of the Committee’s decision and the applicant shall collect the certificate from the Secretary not later than the day before nomination day.”.
Amendment of regulation 11
5.  Regulation 11 of the principal Regulations is amended —
(a)by deleting the words "Returning Officer" in the 1st line and substituting the word "Secretary"; and
(b)by deleting the words "Returning Officer" in the marginal note and substituting the word "Secretary".
Amendment of regulation 12
6.  Regulation 12 of the principal Regulations is amended by inserting, immediately after the words "chanelled through", the words "the Secretary whose office shall be at".
New regulation 13
7.  The principal Regulations are amended by inserting, immediately after regulation 12, the following regulation:
Secretary to Committee
13.—(1)  There shall be a Secretary to the Committee who shall be a public officer appointed by the Chairman of the Committee.
(2)  The Secretary to the Committee shall, in accordance with such instructions as may be given to him by the Chairman of the Committee, be responsible —
(a)for arranging the business for, and keeping the minutes of, the meetings of the Committee; and
(b)for conveying the decisions of the Committee to the appropriate person or authority,
and shall carry out such other functions and duties as the Chairman of the Committee may, from time to time, assign or direct.”.
Amendment of Schedule
8.  The Schedule to the principal Regulations is amended by deleting Form A and substituting the following Form:
