Sewerage and Drainage
(Sanitary Works) (Amendment) Regulations 2018
In exercise of the powers conferred by section 74 of the Sewerage and Drainage Act, the Public Utilities Board, with the approval of the Minister for the Environment and Water Resources, makes the following Regulations:
Citation and commencement
1.  These Regulations are the Sewerage and Drainage (Sanitary Works) (Amendment) Regulations 2018 and come into operation on 1 April 2018.
Amendment of regulation 1
2.  Regulation 1 of the Sewerage and Drainage (Sanitary Works) Regulations (Rg 2) (called in these Regulations the principal Regulations) is amended by deleting the words “(Sanitary Works)” and substituting the words “(Sanitary Works and Sewerage Works)”.
Amendment of regulation 2
3.  Regulation 2 of the principal Regulations is amended —
(a)by inserting, immediately before the definition of “Code of Practice”, the following definition:
“ “architect” means an individual who is registered as an architect under the Architects Act (Cap. 12) and who has in force a practising certificate issued under that Act;”;
(b)by deleting the definition of “discharge pipe” and substituting the following definition:
“ “discharge pipe” means a pipe that enables any sewage or sullage water to be conveyed from a sanitary appliance or floor trap to a drain‑line;”;
(c)by inserting, immediately after the word “pipe” in the definition of “discharge stack”, the words “that extends through at least one storey with or without offsets”;
(d)by deleting the definitions of “sanitary drainage system”, “sanitary plumbing system” and “sanitary works” and substituting the following definitions:
“ “professional engineer” means an individual who is registered as a professional engineer under the Professional Engineers Act (Cap. 253) and who has in force a practising certificate issued under that Act;
“sanitary drainage system” means a network of drain‑lines including any waste sump, inspection chamber and any other related appurtenance;
“sanitary plumbing system” means a network of discharge pipes including any discharge stack, ventilating pipe, ventilating stack, floor trap, pump, fitting and any other related appurtenance;”;
(e)by deleting the words “sanitary plumbing system” in the definition of “ventilating pipe” and substituting the words “discharge pipe”; and
(f)by inserting, immediately after the word “pipe” in the definition of “ventilating stack”, the words “that extends through at least one storey with or without offsets”.
Amendment of heading to Part II
4.  Part II of the principal Regulations is amended by deleting the Part heading and substituting the following Part heading:
“SANITARY WORKS AND SEWERAGE WORKS”.
New regulation 3A
5.  The principal Regulations are amended by inserting, immediately after regulation 3, the following regulation:
Clearance certificate for certain works, etc.
3A.—(1)  For the purposes of section 11(1) of the Act, the following works require a clearance certificate of the Board under section 33 of the Act:
(a)the sewerage works mentioned in section 11(1)(a) of the Act;
(b)the sanitary works mentioned in section 11(1)(b) of the Act, where the sanitary works are in connection with the erection or extension of a building, or the alteration, addition or repair of a building.
(2)  An application for a clearance certificate of the Board, and the plans of the works to which the application relates, must be made —
(a)for the sewerage works mentioned in paragraph (1)(a) — by a qualified person who is a professional engineer in the civil or structural engineering discipline; and
(b)for the sanitary works mentioned in paragraph (1)(b) — by a qualified person who is an architect or a professional engineer.”.
Amendment of regulation 7
6.  Regulation 7(2) of the principal Regulations is amended by deleting the words “registered under the Professional Engineers Act (Cap. 253)”.
