Parking Places
(Licensing of Shared Vehicles)
(Amendment) Regulations 2019
In exercise of the powers conferred by section 8S of the Parking Places Act, the Land Transport Authority of Singapore, with the approval of the Minister for Transport, makes the following Regulations:
Citation and commencement
1.  These Regulations are the Parking Places (Licensing of Shared Vehicles) (Amendment) Regulations 2019 and come into operation on 4 January 2019.
Amendment of regulation 2
2.  Regulation 2 of the Parking Places (Licensing of Shared Vehicles) Regulations 2018 (G.N. No. S 285/2018) (called in these Regulations the principal Regulations) is amended —
(a)by deleting the definition of “identification number”; and
(b)by deleting the definition of “new licensee” and substituting the following definition:
“ “new licensee” means —
(a)for a licence granted before 4 January 2019, a licensee who, when the licensee made the application for the licence, had provided a licensable service for a continuous period of less than 6 months (which may include a period before that date); and
(b)in relation to a licensee granted a licence on or after 4 January 2019, a licensee who has not held a licence of that kind at any time immediately before the licence concerned takes effect;”.
Amendment of regulation 3
3.  Regulation 3 of the principal Regulations is amended —
(a)by inserting, immediately after paragraph (b), the following paragraph:
(ba)a licence to provide a licensable service using motorised personal mobility devices;”; and
(b)by deleting the words “, motorised personal mobility devices and any other vehicles not mentioned in paragraphs (a) and (b)” in paragraph (c) and substituting the words “and any other vehicles not mentioned in paragraphs (a), (b) and (ba)”.
Amendment of regulation 8
4.  Regulation 8 of the principal Regulations is amended —
(a)by deleting the word “weekly” in paragraph (1) and substituting the word “daily”;
(b)by inserting the word “and” at the end of paragraph (2)(a)(i) and (b)(iv);
(c)by deleting sub‑paragraphs (ii) and (iii) of paragraph (2)(a);
(d)by deleting sub‑paragraphs (ii), (iii) and (v) of paragraph (2)(b); and
(e)by deleting sub‑paragraphs (b) and (c) of paragraph (4).
Amendment of Schedule
5.  The Schedule to the principal Regulations is amended —
(a)by inserting, immediately after paragraph (b) of item 1, the following paragraph:
 
“(c)a licence for motorised PMDs
 
$1,500”;
(b)by inserting, immediately after paragraph (b) of item 2, the following paragraph:
 
“(c)a licence for motorised PMDs
 
$750”;
(c)by inserting, immediately after paragraph (b) of item 3, the following paragraph:
 
“(c)a licence for motorised PMDs
 
$12 × A for each year of the licence validity (or a pro‑rata amount based on the number of whole months if licence validity is less than a year)”;
(d)by inserting, immediately after paragraph (b) of item 4, the following paragraph:
 
“(c)a licence for motorised PMDs
 
$30 × A for each year of the licence validity (or a pro‑rata amount based on the number of whole months if licence validity is less than a year)”;
(e)by inserting, immediately after paragraph (b) of item 5, the following paragraph:
 
“(c)a licence for motorised PMDs
 
$30 × A for each year of the licence validity (or a pro‑rata amount based on the number of whole months if licence validity is less than a year)”;
(f)by inserting, immediately after paragraph (b) of item 6, the following paragraph:
 
“(c)a licence for motorised PMDs
 
$750”; and
(g)by inserting, immediately after item 6, the following item:
 
“7.Fee to modify under section 8I(5)(a) of the Act a licence condition for a licence to provide a licensable service using any type of vehicle
 
$30 × B for each year of the remaining licence validity (or a pro‑rata amount based on the number of whole months if remaining licence validity is less than a year), where B refers to the additional number of vehicles which the licensee may offer or expose for hiring undocked or allow the hiring of which to end undocked, or both.”.
