(Motor Vehicles, Construction and Use)
(Amendment) Rules 2020
In exercise of the powers conferred by section 6 of the Road Traffic Act, the Land Transport Authority of Singapore makes the following Rules:
Citation and commencement
1.  These Rules are the Road Traffic (Motor Vehicles, Construction and Use) (Amendment) Rules 2020 and come into operation on 1 April 2020.
Amendment of rule 2
2.  Rule 2(1) of the Road Traffic (Motor Vehicles, Construction and Use) Rules (R 9) (called in these Rules the principal Rules) is amended —
(a)by inserting, immediately after the definition of “electric vehicle”, the following definition:
“ “EU Regulation 168/2013” means Regulation (EU) No. 168/2013 of the European Parliament and of the Council of 15 January 2013 on the approval and market surveillance of two- or three‑wheel vehicles and quadricycles;”; and
(b)by deleting the definition of “UN Regulation 46” and substituting the following definitions:
“ “UN Regulation 46” means Regulation No. 46 of the United Nations Economic Commission for Europe Uniform Provisions Concerning the Approval of Devices for Indirect Vision and of Motor Vehicles with regard to the Installation of these Devices (Addendum 45 to the Agreement Concerning the Adoption of Uniform Technical Prescriptions for Wheeled Vehicles, Equipment and Parts which can be Fitted and/or be Used on Wheeled Vehicles and the Conditions for Reciprocal Recognition of Approvals Granted on the Basis of these Prescriptions (Revision 2, including the amendments which entered into force on 16 October 1995));
“UN Regulation 100” means Regulation No. 100 of the United Nations Economic Commission for Europe Uniform Provisions Concerning the Approval of Vehicles with regard to Specific Requirements for the Electric Power Train (Addendum 99 to the Agreement Concerning the Adoption of Uniform Technical Prescriptions for Wheeled Vehicles, Equipment and Parts which can be Fitted and/or be Used on Wheeled Vehicles and the Conditions for Reciprocal Recognition of Approvals Granted on the Basis of these Prescriptions (Revision 2, including the amendments which entered into force on 16 October 1995));
“UN Regulation 136” means Regulation No. 136 of the United Nations Economic Commission for Europe Uniform Provisions Concerning the Approval of Vehicles of Category L with regard to Specific Requirements for the Electric Power Train (Addendum 135 to the Agreement Concerning the Adoption of Uniform Technical Prescriptions for Wheeled Vehicles, Equipment and Parts which can be Fitted and/or be Used on Wheeled Vehicles and the Conditions for Reciprocal Recognition of Approvals Granted on the Basis of these Prescriptions (Revision 2, including the amendments which entered into force on 16 October 1995));”.
Amendment of rule 20
3.  Rule 20 of the principal Rules is amended by deleting the words “registered on or after 1 April 2015,” in paragraphs (1) and (3).
Amendment of rule 48C
4.  Rule 48C of the principal Rules is amended by deleting paragraph (1) and substituting the following paragraph:
(1)  All electrical apparatus and circuits in an electric vehicle or a hybrid vehicle registered on or after 1 April 2020 must be constructed and installed in compliance with —
(a)in a case where the electric vehicle or hybrid vehicle is a motor cycle —
(i)the requirements in any version of UN Regulation 136 that is in force on or before the day the electric vehicle or hybrid vehicle is manufactured;
(ii)the requirements in EU Regulation 168/2013; or
(iii)the requirements in EU Regulation 168/2013 as supplemented by the Commission Delegated Regulation (EU) No. 3/2014 of 24 October 2013 as amended by the Commission Delegated Regulation (EU) 2016/1824 of 14 July 2016; or
(b)in any other case — the requirements in any version of UN Regulation 100 that is in force on or before the day the electric vehicle or hybrid vehicle is manufactured.”.
Saving and transitional provision
5.  Despite rule 4, rule 48C(1) of the principal Rules as in force immediately before 1 April 2020 continues to apply to or in relation to an electric vehicle or a hybrid vehicle registered before that date.
