Road Traffic (Public Service Vehicles)
(Vocational Licences and Conduct of Drivers,
Conductors, Trishaw Riders and Passengers)
(Amendment No. 3) Rules 2016
In exercise of the powers conferred by section 111 of the Road Traffic Act, the Land Transport Authority of Singapore makes the following Rules:
Citation and commencement
1.  These Rules are the Road Traffic (Public Service Vehicles) (Vocational Licences and Conduct of Drivers, Conductors, Trishaw Riders and Passengers) (Amendment No. 3) Rules 2016 and come into operation on 6 May 2016.
Deletion and substitution of rule 7 and new rule 7A
2.  Rule 7 of the Road Traffic (Public Service Vehicles) (Vocational Licences and Conduct of Drivers, Conductors, Trishaw Riders and Passengers) Rules (R 8) is deleted and the following rules substituted therefor:
Form of licence
7.  The licence is to be in such form as the Registrar may determine.
Validity of licence
7A.—(1)  Except in the case of a licence to be an omnibus driver, any other licence is, unless suspended or revoked, valid for a period of 3 years or such shorter period as the Registrar may specify in a written notice to the licensee on the grant of the licence.
(2)  Unless suspended or revoked —
(a)a licence to be an omnibus driver that is granted to a person who is a citizen or permanent resident of Singapore and that is —
(i)valid immediately before 6 May 2016; or
(ii)granted on or after 6 May 2016,
continues to be or is valid, as the case may be, until the person attains the age of 75;
(b)a licence to be an omnibus driver that is granted to a person who is not a citizen or permanent resident of Singapore and that is —
(i)valid immediately before 6 May 2016; or
(ii)granted on or after 6 May 2016,
continues to be or is valid, as the case may be, for as long as the licensee continues to be employed by an omnibus company or such other period as the Registrar may specify in a written notice to the licensee on the grant of the licence.”.
Amendment of rule 9
3.  Rule 9 of the Road Traffic (Public Service Vehicles) (Vocational Licences and Conduct of Drivers, Conductors, Trishaw Riders and Passengers) Rules is amended —
(a)by deleting paragraph (5) and substituting the following paragraph:
(5)  Subject to paragraph (7), the Registrar may —
(a)in the case of a licence to be an omnibus driver granted to a person who is not a citizen or permanent resident of Singapore, renew the licence such that the licence is valid for as long as the licensee continues to be employed by an omnibus company or such other period as the Registrar may specify in a written notice to the licensee on the renewal of the licence; and
(b)in the case of any other licence, renew the licence for a period of 3 years or such shorter period as the Registrar may specify in a written notice to the licensee on the renewal of the licence.”; and
(b)by inserting, immediately after paragraph (7), the following paragraph:
(8)  For the purposes of this rule, any reference to licence does not include a licence to be an omnibus driver granted to a person who is a citizen or permanent resident of Singapore.”.
