Rules 2004
The President hereby makes the following Rules:
Citation and commencement
1.—(1)  These Rules may be cited as the Pingat Seberang Laut Perhidmatan Polis Singapura (Singapore Police Service Overseas Service Medal) (Amendment) Rules 2004.
(2)  Rules 2, 3 and 4 shall be deemed to have come into operation on 20th September 2003.
(3)  Rules 5 and 6 shall come into operation on 27th April 2004.
Amendment of rule 4
2.  Rule 4 of the Pingat Seberang Laut Perhidmatan Polis Singapura (Singapore Police Service Overseas Service Medal) Rules 1993 (G.N. No. 3212/93) (referred to in these Rules as the principal Rules) is amended by deleting the words “if the Minister so recommends” in paragraph (a)(ii) and substituting the words “if the Commissioner of Police, the Director of Central Narcotics Bureau or the Director of Prisons so recommends”.
Amendment of rule 6
3.  Rule 6 of the principal Rules is amended by deleting the words “Recommendations for the award of the Medal may be made to the President by the Minister or by the following persons through the Minister” and substituting the words “Recommendations for the award of the Medal may be made to the Permanent Secretary, Ministry of Home Affairs, by any of the following persons”.
Amendment of rule 8
4.  Rule 8 of the principal Rules is amended —
(a)by deleting sub-paragraph (b) of paragraph (1) and substituting the following sub-paragraph:
(b)if the Permanent Secretary, Ministry of Home Affairs, so directs on the recommendation of the Commissioner of Police, the Director of Central Narcotics Bureau or the Director of Prisons, as the case may be.”; and
(b)by deleting the word “President” in paragraph (2) and substituting the words “Permanent Secretary, Ministry of Home Affairs,”.
Deletion and substitution of rules 10, 11 and 12 and new rule 12A
5.  Rules 10, 11 and 12 of the principal Rules are deleted and the following rules substituted therefor:
10.—(1)  The Medal shall consist of a 5-pointed star shape medal in 925 sterling silver and shall measure 40 mm in width and 4 mm in thickness.
(2)  The obverse side of the Medal shall bear the Singapore Coat-of-Arms within a pentagon and the Coat-of-Arms shall be encircled by the inscription “POLIS REPABLIK SINGAPURA”.
(3)  The reverse side of the Medal shall show a globe encircled by the inscription “FOR OVERSEAS SERVICE”.
11.—(1)  The Medal shall be worn by the recipient on the left side of the outer garment and shall be suspended by a ribbon.
(2)  The ribbon shall be 33 mm in width and 50 mm in length.
(3)  The ribbon shall have vertical stripes in dark blue and light blue.
(4)  The light blue stripe in the centre of the ribbon shall be flanked on each side by a dark blue stripe.
(5)  The width of the light blue stripe and dark blue stripes on the ribbon shall be 11 mm each.
12.—(1)  There shall be one Bar on the ribbon for each stint of overseas service performed by the recipient.
(2)  The Bar shall be in sterling silver and shall be 33 mm in length and 10 mm in width.
(3)  The name of the country and the year in which each stint of overseas service is performed by the recipient shall be clearly inscribed on the Bar.
(4)  The inscription shall be in block letters which shall be 5 mm to 2 mm in height, depending on the number of characters to be inscribed.
(5)  The borders of the Bar shall be laureated.
12A.  The miniature version of the Medal shall be identical to the full size Medal as described in rules 10, 11 and 12 except that the dimensions specified in those rules (other than the length of the ribbon) shall be reduced by half.”.
Deletion and substitution of Schedule
6.  The Schedule to the principal Rules is deleted and the following Schedule substituted therefor:
