Polis Singapura (Singapore Police Service
Overseas Service Medal) (Amendment)
Rules 2005
The President hereby makes the following Rules:
Citation and commencement
1.  These Rules may be cited as the Pingat Seberang Laut Perhidmatan Polis Singapura (Singapore Police Service Overseas Service Medal) (Amendment) Rules 2005 and shall be deemed to have come into operation on 1st December 2004.
Amendment of rule 3
2.  Rule 3 of the Pingat Seberang Laut Perhidmatan Polis Singapura (Singapore Police Service Overseas Service Medal) Rules 1993 (G.N. No. 3212/93) (referred to in these Rules as the principal Rules) is amended by deleting paragraph (1) and substituting the following paragraph:
(1)  An eligible person referred to in rule 2 is a person who at the time he renders the service as specified in rule 4 is —
(a)a member of any one of the following forces, bodies and organisations:
(i)the Central Narcotics Bureau, consisting of officers appointed under section 3 of the Misuse of Drugs Act (Cap. 185);
(ii)the Singapore Police Force, established under Part II of the Police Force Act 2004 (Act 24 of 2004);
(iii)the Special Constabulary, constituted under
(iv)Part VIII of the Police Force Act 2004;
(v)the Prisons Department, consisting of officers appointed under Part IV of the Prisons Act (Cap. 247); and
(vi)the Vigilante Corps, established by the Vigilante Corps Act (Cap. 343);
(b)a person under the employ of the Government or a statutory body; or
(c)a member of the public who had voluntarily participated in a service specified in rule 4 under the auspices of the Government.”.
Amendment of rule 4
3.  Rule 4 of the principal Rules is amended by deleting sub-paragraph (ii) of paragraph (a) and substituting the following sub-paragraph:
(ii)for a shorter period if —
(A)the eligible person dies;
(B)the eligible person is evacuated owing to wounds or other disabilities suffered as a result of the operations; or
(C)the Commissioner of Police, the Director of Central Narcotics Bureau or the Director of Prisons so recommends.”.
Deletion and substitution of rule 6
4.  Rule 6 of the principal Rules is deleted and the following rule substituted therefor:
6.  Recommendations for the award of the Medal may be made to the Permanent Secretary, Ministry of Home Affairs by any of the following persons:
(a)the Commissioner of Police, where the eligible person —
(i)is or at the time of the service as specified in rule 4 was a member of the Singapore Police Force, the Special Constabulary or the Vigilante Corps; or
(ii)is an eligible person referred to in rule 3(1)(b) or (c) and who was at the time of the service as specified in rule 4, serving under the auspices of the Singapore Police Force;
(b)the Director of Central Narcotics Bureau, where the eligible person —
(i)is or at the time of the service as specified in
(ii)rule 4 was a member of the Central Narcotics Bureau; or
(iii)is an eligible person referred to in rule 3(1)(b) or (c) and who was at the time of the service as specified in rule 4, serving under the auspices of the Central Narcotics Bureau;
(c)the Director of Prisons, where the eligible person —
(i)is or at the time of the service as specified in rule 4 was a member of the Prisons Department; or
(ii)is an eligible person referred to in rule 3(1)(b) or (c) and who was at the time of the service as specified in rule 4, serving under the auspices of the Prisons Department.”.
