(Vocational Licences and Conduct of Drivers,
Conductors, Trishaw Riders and Passengers)
(Amendment No. 2) Rules 2012
In exercise of the powers conferred by section 111 of the Road Traffic Act, the Land Transport Authority of Singapore hereby makes the following Rules:
Citation and commencement
1.  These Rules may be cited as the Road Traffic (Public Service Vehicles) (Vocational Licences and Conduct of Drivers, Conductors, Trishaw Riders and Passengers) (Amendment No. 2) Rules 2012 and shall come into operation on 1st June 2012.
Amendment of rule 2
2.  Rule 2 of the Road Traffic (Public Service Vehicles) (Vocational Licences and Conduct of Drivers, Conductors, Trishaw Riders and Passengers) Rules (R 8) (referred to in these Rules as the principal Rules) is amended —
(a)by inserting, immediately before the definition of “authorised officer”, the following definition:
“ “assessment report” means an assessment report prepared in accordance with rule 4(3) certifying that a person is physically and mentally fit to hold a licence to drive a bus or a taxi;”;
(b)by inserting, immediately after the definition of “authorised person”, the following definition:
“ “certificate of fitness” means a certificate of fitness prepared in accordance with rule 4(3A) certifying that a person is physically and mentally fit to hold a licence to drive a vehicle or to be a conductor;”; and
(c)by inserting, immediately after the definition of “licensee”, the following definitions:
“ “medical practitioner” means a person registered under the Medical Registration Act (Cap. 174) and includes a person deemed to be so registered under section 72(1) of that Act;
“occupational therapist” means an occupational therapist working at a healthcare institution designated by the Registrar;”.
Amendment of rule 4
3.  Rule 4 of the principal Rules is amended —
(a)by deleting the word “and” at the end of paragraph (2)(b);
(b)by deleting the full-stop at the end of sub-paragraph (c) of paragraph (2) and substituting the word “; and”, and by inserting immediately thereafter the following sub‑paragraph:
(d)accompanied by —
(i)in the case of an application to drive a bus or a taxi for any period after the applicant has attained the age of 70 years an assessment report and a certificate from a medical practitioner stating that the applicant is not suffering from tuberculosis; or
(ii)in the case of any other application, a certificate of fitness.”; and
(c)by inserting, immediately after paragraph (2), the following paragraphs:
(3)  An assessment report shall —
(a)be in the form set out at the Authority’s Internet website at http://www.lta.gov.sg; and
(b)be completed and signed —
(i)by the applicant;
(ii)by a medical practitioner certifying that on a date not earlier than 6 months before the date of the applicant’s application, the medical practitioner assessed the applicant to be physically and mentally fit to hold a licence to drive a bus or a taxi (as the case may be); and
(iii)by an occupational therapist certifying that on a date not earlier than 6 months before the date of the applicant’s application, the occupational therapist assessed the applicant to be physically fit to hold a licence to drive a bus or a taxi (as the case may be).
(3A)  A certificate of fitness shall —
(a)be in the form set out at the Authority’s Internet website at http://www.lta.gov.sg; and
(b)be completed and signed —
(i)by the applicant; and
(ii)by a medical practitioner certifying that on a date not earlier than 6 months before the date of the applicant’s application, the medical practitioner assessed the applicant to be physically and mentally fit to hold a licence to drive a vehicle or to be a conductor.”.
Amendment of rule 5
4.  Rule 5(2) of the principal Rules is amended —
(a)by deleting sub-paragraph (b);
(b)by inserting, at the end of sub-paragraph (c), the word “and”; and
(c)by deleting sub-paragraphs (d) and (e) and substituting the following sub-paragraph:
(d)in the case of an application for a licence to be a driver of a taxi, evidence that the applicant has held a valid driving licence to drive Class 3 vehicles for more than one year.”.
Amendment of rule 9
5.  Rule 9 of the principal Rules is amended —
(a)by deleting paragraph (1) and substituting the following paragraph:
(1)  An application to renew a licence shall be submitted to the Registrar and accompanied by —
(a)a non-refundable fee of $40; and
(b)in the case of an application to renew a licence to drive a bus or a taxi for any period after the applicant has attained the age of 70 years, an assessment report.”; and
(b)by deleting paragraph (5) and substituting the following paragraph:
(5)  Subject to paragraph (7), the Registrar may renew the licence for a period of 3 years or such shorter period as he may determine in any particular case.”.
Deletion and substitution of rule 9A
6.  Rule 9A of the principal Rules is deleted and the following rule substituted therefor:
Licence condition
9A.  It is a condition of every licence that the licensee shall furnish to the Registrar upon his request, within such reasonable time as the Registrar may allow, a certificate of fitness in any of the following circumstances:
(a)the licensee is 50 years of age or older but below 65 years of age and has not furnished a certificate of fitness to the Registrar within the 2 years preceding the date of the Registrar’s request;
(b)the licensee is 65 years of age or older and has not furnished a certificate of fitness to the Registrar within the year preceding the date of the Registrar’s request.”.
Amendment of Fourth Schedule
7.  The Fourth Schedule to the principal Rules is amended by deleting Part II and substituting the following Part:
